HIGHLIGHTS OF ACCOMPLISHMENT JANUARY - JULY 2000

1. FIBER CROP RESEARCH AND TECHNOLOGY DEVELOPMENT  

The operation of two centers, the Silkworm Egg Multiplication Center (SEMC) and Silk Processing and Demonstration Center (SPDC)at Taft, Tapaz, Capiz fall under this unit.

SEMC aims to provide mulberry planting materials to interested individuals and rearing of young silkworms for distribution to farmers. From January to July, a total of 14,800 mulberry cuttings were prepared and distributed to 5 farmer-beneficiaries in the province of Capiz which is 37% of its target. No chowki or young silkworm rearing was conducted yet for the period under review.

The Silk Processing and Demo Center was able to process 8.36 kilograms dried cocoons into raw silk during its seven-month of operation this year. The accomplishments were 139% and 141% respective to its target. As to conduct of training, one training on silk hand reeling and re-reeling was facilitated last March 25-30, 2000 participated by 25 beneficiaries. Demonstrations on silk hand reeling, re-reeling, bleaching and dyeing were likewise conducted to interested individuals either at the center or at venues requested by the clients. From January to June, a total of 5 demonstrations were conducted to 53 beneficiaries. Three at the farm of Geronimo Macahilo at Moroboro, Dingle, Iloilo to interested entrepreneurs from Capiz. Another was done at the residence of Ms. Tess Salvador, a fashion designer in Iloilo City while the fifth was done at the Center itself. 


2. SOCIAL RESEARCH AND TECHNOLOGY PROMOTION

           
2.1   Fiber Expansion 

Abaca  

From January to July, a total of 45.21 hectares of new abaca plantation was registered throughout the region opened by 110 farmers. Aklan contributed the highest share with 20.381/o followed by Antique with 11-57 hectares, Iloilo with 9.25 has. while Capiz and Negros Owddental have 3.75 has. and 0.25 ha. respectively.

            Mulberry

For this period, 4.80 has. of newly planted mulberry plantation was monitored in three provinces of the region. Iloilo with 2.00 has., Capiz 1.60 has. and Negros Occidental 1.20 has.

            Piña  

Some 1.317 has. of piña plantation was noted opened from January to July cultivated by 16 and 4 farmers from Aklan and Antique respectively.

            2.2     Rehabilitation of Existing Abaca Areas

For this period, a total of 27.22 has. old and unproductive abaca plantations were rehabilitated by 66 farmers throughout the region. Iloilo contributed the highest with 13.63 has. by 16 farmers followed by Aklan with 8.64 has. by 37 farmers, Antique with 4.75 has. cultivated by 12 farmers and the remaining 0.20 ha. came from the province of Capiz.

           2.3     Abaca Techno-Demonstration Centers Maintained

In order to showcase the latest technology of abaca production at the farmers' level, five one-hectare techno-demo centers for abaca were set up in the region. Four of which are located in the province of Aklan, the largest abaca producer in ft region, specifically at Brgy. Tibiao, Altavas; Brgy. Bacyang, Madalag; and Brgys. Julita & Sibalew of the municipality of Libacao,' The other tochno - demo center is located at Anhawan, Janiuay, Iloilo.

            2.4     Fiber Nurseries Maintenance Abaca 

From January to July, a total of 4 abaca nurseries are maintained by the region. Two sites each in the province of Iloilo particularly at Anhawan, Janiuay and WVSU-Jayobo, Lambunao. The other two nurseries are located at Tumaialod, Mambusaa and Pasol-o, Jamindan of the province of Capiz.

2.5    Sanitary and Phytosanitary Measures Undertaken

Five meetings on Sanitary and Phytosanitary Measures were conducted throughout the region. One meeting each in the provinces of Aklan, Iloilo, Negros Occidental and Capiz while two meetings were conducted at the province of Antique. The main objective of the said meetings was to make sure that farmers and traders utilize sanitary practices in their production specifically of abaca which should be free from foreign materials, molds, fungi and other pathogens since it is a commodity for export. Governments of countries all over the world imposed quarantine regulation to protect its people, animals, and plants from various risks posed by the introduction of and transfer of products.

            2.6     Distribution of Stripping Knives

For the period under review, 32 zero serration stripping knives were distributed to interested farmers. The provinces of Antique and Iloilo distributed fifteen each while 2 stripping knives were given to a farmer in Capiz.

2.7     Conduct of Farmers' Trainings 

A total of five farmers' trainings were conducted from January to July this year. Two of which were trainings on Abaca Production Technology, Classification and Grading of Fibers conducted at Mina- a, lbajay, Aklan and San Rafael, San Remigio, Antique. Farmers' were made to understand during these trainings that fiber of better quality commands a higher price. The other three trainings were on General Sericulture and Silk Processing conducted at the province of Capiz. Farmers were taught mulberry plantation establishment and maintenance, silkworm rearing and cocoon production, and silk processing.

             2.8     Livelihood Trainings:

For this period, six (6) livelihood trainings were conducted in the region. Four of which were done in the province of Antique, two on Pifia fiber Extraction and Knotting at Alegre, Tibiao and lgburi, Patnongon, one on Abaca Twine Making at San Rafael, San Remigio and another one on Abaca Sinamay Weaving at Malabor, Tibiao. A total of 90 Antiqueños participated in the livelihood trainings. Aklan and Iloilo had one trainings each. In Aklan, a training on Pifia Fiber Extraction, Knotting and Classification was conducted at Pob. Madalag participated by 20 trainees. In Oton, Iloilo seven interested participants attended the training on Cocoon Dying and Silk Hand Reeling.

            2.9     Conduct of Farmers' Meetings

Meetings with farmers are periodically conducted by FIDA personnel for smooth implementation of FIDA projects in the area. From January to July, a total of 20 farmers' meetings were conducted, Six (6) in the province of Antique, four (4) meetings in Iloilo while Aklan and Negros Occidental had five (5) meetings each.

            2.10    Conduct of Farmer Field School

One Farmer Reid School is being conducted at Atimonan, Janiuay, Iloilo every Saturday starting July this year. Baseline survey on the 30 participants was conducted prior to the holding of the formal class.

            2.11    Sericulture Development Project

Silkworm Rearing and Cocoon Production For this period, a total of 27 boxes of silkworm were reared by 15 farmers which resulted to the production of 543.25 kgs. fresh cocoons which is 36/o of the target.


 3.  MARKET RESEARCH AND DEVELOPMENT

     3.1    Market Assistance and Link Up

Producers of fibers and fiber-based products are being link to prospective buyers in the local and national markets. From January to June, a total of 26 market link-ups were effected.

    3.2     Distribution of Info Materials

Trade opportunities, market situationer, fiber statistics and other relevant information are being distributed to interested clients to update them of the latest market situation on fibers and fiber-based products. For the period, a total of 171 info materials were distributed to 105 clients all over the region. 

    3.3      Participation in Trade Fairs/Exhibits

As a way to promote the different fibers and their respective uses and products, FIDA VI is active in its participation in different trade fairs and exhibits in the region.

For this period, a total of four trade fairs were participated in. One in Kalibo, Aklan during the Ati-Atihan Trade Fair last January 12 - 26, 2000, another one in Patnongon, Antique during the Agro Trade Fair held simultaneous with their Annual Fiesta Celebration last February 26 - 28, 2000. The other two trade fairs/exhibits participated in were in Iloilo City. One during the Trade Fair held at PNB Hall last March 7 -1 1, 2000 while the other was during the Fabric and Dance Festival at SM City Mall last April 25 - 30, 2000. The exhibit in SM City Mall was unique since it showcased handloom weaving on pi5a, abaca, raffia and cotton. The rest of the fairs participated in, fibers were displayed like abaca, pi6a, raffia together with cocoons and silk products in FIDA booths.

    3.4       Conduct of Industry Meeting

One industry meeting on piña was conducted at Dumangas, Iloilo participated by 25 interested entrepreneurs and farmers.

     3.5     Attendance to Industry Meetings

From January to July, six industry meetings were participated by the region. One in Tapaz, Capiz on sericulture discussing the role of the different government agencies like LGU, FIDA, DTI, TESDA and DECS in the development of the industry in the area. Five series of industry meetings on piña were attended in Antique on the five different anchor cooperatives identified for piña fiber and cloth production. The series of meetings were spearheaded by AFCCUI and Hublag Evelio Javier, both active NGOs in the province.


4. FIBER TRADE ACCREDITATION  

    4.1     Accreditation of Trade Participants

From January to June, 51 licenses were issued by the region with Aklan rank the highest with 29 trade participants followed by Iloilo with 12 , Antique has 4 while Capiz and Negros Occidental had 3 trade participants each. The accomplishment is 74"/o of the target. Licensing fee collected totaled to P24,030 for this period.


5. FIBER QUALITY INVESTIGATION AND CERTIFICATION ENHANCEMENT

    5.1     Conduct of Fiber Grade Certification

For the period under review, a total of 748 bales of abaca fiber were certified and approved for shipment which is 93% of the target. For raffia, some 164.50 bales were inspected which is 41% of the target. Inspection activities generated an income of P10,950,00.

    5.2     Issuance of PTF

Permits to Transport Fibers (PTFS) were issued to traders who transport fibers from one province to another in order to monitor the flow of fibers in the region as well as from this region to other regions. For the first seven months of the year, a total of 83 PTFs were issued by the office, 83% of the target. Aklan contributed the highest with 51 PTFs issued followed by Iloilo with 19, Negros Occidental with 7 while the remaining six (6) PTFs were issued by Antique.
