Comandamentul Apărării Pasive (C.A.P.).
The Passive Defence Command

Historical:

• Formed by Decret 1150 / 3.5.43 from Comandamentul Apărării Antiaeriene.
• Mission: to prepare, to guide and to control all the passive defence operations.
• the Ministerial Decision no. 226 / 3.7.1943 split the Romanian territory into 7 new established passive defence areas:
  • 1 - Sibiu
  • 2 - Timişoara
  • 3 - Iaşi
  • 4 - Chişinău
  • 5 - Cernăuţi
  • 6 - Bucureşti
  • 7 - Ploieşti
• 10.43: the Military Forces Organisation Law established the following passive defence military formations:
  • Regimente de Apărare Pasivă
  • Batalioane de Apărare Pasivă
  • Batalioane de Pompieri Specializaţi
  • Baterii de Camuflaj prin Ceaţă.
• Decret 1065 / 26.5.1944 established Regimentul 1 Apărare Pasivă with 3 battalions:
  • Batalion 1 - Moreni
  • Batalion 2 - Câmpina
  • Batalion 3 - Constanţa
• 15.4.45: Regimentul 1 Apărare Pasivă was disbanded and C.A.P. transformed into Direcţia Apărării Pasive from Subsecretariatul de Stat al Aerului.
