C.Y.R.H.L. 1999 OFFICIAL RULE BOOK
I) TEAM:
- Player
-
There is no official restriction number of player on each team
-
Each team will have a min 6 to max 17 registered players (exclude goalie)
dressed.
-
1 captain and max 3 assist captains named each game. And they must
label "C" or "A" on their own jersey.
-
After the first month of the season, no more new players can be added
to team roster.
-
Each player has to be wearing their team jersey with registered their
own number – other/ similar color or different numbered jersey will not be allowed to participate in that game. It may cost
a team minor penalty or even major penalty.
- Equipment:
-
Each player MUST wear proper equipment - shin pad, kneepad, helmet
and gloves. Elbow pad, shoulder pad and cup strongly recommended. Without
proper equipment the player will not be allowed to participate in that game
and might even costs a minor penalty if ignore.

Every player must wear inline skates (Goalie is optional.)
II) SEASON:
- Format
-
There are 10 teams in the league this season; they will be divided into
2 Conferences randomly.

The last place of each Conference will be eliminated from Playoff.
-
There are 14 games in season for each team, 2 All Star Games (skill competition
and an all star game) and Playoff.

Each team will play 2 games against the opposite conference and 1 game
against each team of the same conference.

Every game only allow max 6 players (include goalie).
-
15 running min per period, except major stoppages, injury, beginning
of each penalty, and the last 3 min of last period.
-
1 min 30 sec intermission between each period.
-
Each team has one 1-min timeout for each game. Timeout will be
hold in the next face off after the official notice.

Centerline offside will be apply on every game (detail see offside section).
- Schedule

Official final schedule will be given to each team captain 2 weeks before
season start.

Most of the portion of the games will be play in weekend, others will
be play in weekday night.
III) PLAYOFF:
- Format
- Play off will be on a best of three basis and 1st place of one conference
will play against the 4th place of the same conference, and 2nd will play
against 3rd of the same conference.

15 running min per period, except major stoppages – injury, beginning
of each penalty, and the last 3 min of last period.
-
5-min stop time sudden death overtime will be play if the score is tie
after the regulation time.
-
If the score still even, shootout will be taken to determine the winner.

1 min 30 sec intermission between each period.

Each team has two 1-min timeouts for each game. Timeout will be
held in the next face off after the official notice.

- Shootout

Shootout will be taken to determine the winner if the playoff game tie
after OT

5 players will be selected for shootout, if tied; sudden death shootout
will be taken.
IV) OFFICIAL RULE:
- Offside
- The only way offside be called is the ball pass to a player who is already
pass the center line in the opposite team's defensive zone.

The face off will be taken in the face off spot of the defensive zone
of the team which against offside.
- Penalties
-
Minor penalties : 3 minutes in running time, 2 minutes in stop time
- slashing : when offender's stick is over there are pit while
slashing.
- cross-checking :
checking with a stick cross in front of the offenders chest.
- body checking
- tripping : below
the knee tripping
- hooking : no movement by the offender while hooking an
opponent above the knee.
- roughing
- interference
- goalie interference
- unsportsmenlike
- elbowing : elbowing the opponent above their shoulder.
- delay of game : intention to flip out the ball.
- high sticking : slashing the opponent above their shoulder.
- illegal equipment : all equipment must be worn when playing.
- too many men : more than 6 people on the rink.
- charging : charging the opponent with full speed, without
intention to stop.
- boarding
- kneeing : knee to knee checking
- instigating : start the fight

Double Minor penalties : 6 min in running time, 4 min in stop time
- checking from behind
- any minor penalty with injury in blood then be called for double minor
- Major penalties : 7 min in running time, 5 min in stop time
- fighting : when glove is dropped with intention to fight.
* no penalty will be called for no retaliate.
- Misconduct & Suspension
- fighting : game misconduct
and 2 games suspensions
- intentional injury : game misconduct and 3
suspensions
- 3 penalties per player in a game : game misconduct
· player will be kick out from the league when second suspension
is called
- Fine
-
fighting : $ 30.
- instigating : $ 10 extra
- intentional injury : $ 50
· the fine is paid by the team and no game can be play until the
fine is paid
V) OTHERS:
- Max 2 non-uniform people are allowing in bench area, which is the first
glass beside the bench until the first glass beside other bench. Others must
sit in the sitting area. Except the staffs.

Team penalty will be given if fans don't corporate.
-
If not enough player when the game starts, the opposite team will win.

After the first period, no new players will be dressed.
-
Respect the officials, if not, a penalty will be given.
-
No one in the bench can jump into a fight when a fight is occuring in the
rink. Suspension will be given to the player if happen.
-
The game maybe ended if it's out of control.
-
Only captain or assist captain can talk to officials.
-
Photo I.D required before playing a game.
-
Only captain or assist captains can talk to the referee, except he goes to
talk to you. If in that case that no captain or assist captains on the rink,
captain or assist captain can be substituted in the rink.
- Every dressed player has to report to the staff before the game start.
After the player signed, he MUST obeys the rules. If not, the
league can has the authority to reject the player out of the league without
refund.
Also player has play in his own risk for the injury, the league will
not response for any injury and even death.
The league has the right to change any rule in anytime.
