Kaiser's Note :
This in my mind was the best summary I have read about what Fox cut in each episode. Although there are some biased opinions in the summaries, I totally agree with him.
Episode 10:  The Eye

Though anime fans will lean toward the more mature tone of the last two episodes, I gave this one my pick as favorite because I felt it was most representative of the series as a whole, balancing Jose's comic ineptitude with genuine menace, a unique monster, the love story, and that big kick-@ss explosion.

By now, you should all be acquainted with Fox's editing practices, so none of the minor changes here should surprise... Naturally, a white flash was inserted where the Fixed Idea slaps Jose from his zombie trance. The end of this scene was also cut: As Jose runs toward the door followed by his henchmen, they all stop and Jose grabs the Fixed Idea by the collar, asking how many times he was hit before returning to his senses. To repay the Fixed Idea for his 'help', Jose winds up a punch (as seen from the Fixed Idea's point of view) that goes black as his fist speeds toward us.

The wipe-transition to Meridiana's streets was added, after which the Eye mesmerizes a couple who are enjoying lunch at a sidewalk eatery, then Lori's gang of friends in the alley. Between these two scenes, the Eye encountered a street vendor who was selling balloons to a young girl. As both fall under the Eye's spell, the vendor's colorful flock of balloons are released and disperse as they drift skyward.

When the police surround city hall and Jose orders the Eye to attack them, it initially slams face-first into the window, then withdraws and fires up its lasers to blast the glass.

At the school, a reaction shot of some students going blank from the Eye's mind-stealing effect was trimmed. After Lucas is affected, Fox jumped straight to Cybersix outside her apartment window, foregoing a soft-filtered montage where she changes into costume.

There was also a snippet removed from the fight scene outside the bank, where a Fixed Idea rips a lamp post from the street and swings it at Cybersix, smashing the pavement instead. (This was the pole that Cybersix later throws at the Eye.)

A few seconds coming out of the second commercial break were cut a medium close-up of Cybersix running toward the stadium and the scene where the crowd's minds were collectively absorbed by the Eye was shortened.

Changes in the last act include removing a low-angle establishing shot of the Eye (hovering over zombie-citizens who wander the streets below), a kind of double-clockwise wipe used in another scene transition, and a few shot omissions of Jose and his gang being bounced down the steps as they are dragged along by the Eye.

...Glad you noticed the improved fluidity here, which holds true for all of the remaining episodes. The animators seem to have a better handle on the characters (looking better than ever) and the digital paint program, with their use of special effects tools becoming heavier, such as adding motion blurs and playing with the focus.

N E X T :
Be our guest, be our guest !
Put our robots to the test !
Sustenance, it's nutritious !
Cyber-Hounds? They're real vicious !

Young Jose's the little man
With an Evil Circus plan,
So he's staged a little show
To trap our heroes don't-chya know !

Oh now what shall Lucas do ?
And is Data-7 through ?
Does this rhyming make you spew ?
I'd watch next week, if I were you !

( Actually, this one moves back into light-hearted territory - it's the circus, after all, - but it works well enough sandwiched here before the drama of the final episodes. Jose is given some very amusing body language, and events take a fun little twist toward the end. )
