The sign says, "Bienvenidos A Puno" ("Welcome to Puno" in Spanish), but unfortunately Stanley is blocking it.
Marleny's family lives about three blocks from the shore of Lake Titicaca.  Yes kids, that's its real name.  It means Puma Lake in Aymara, the pre-Conquest language of the area.  The duckweed in this picture is called "hoopa-hoopa", and the big reeds are called "totora".  When she was little Marleny used to lead their ducks down to the lake to eat hoopa-hoopa.  Some people use the totora to make very nice reed rafts.  If you read about Thor Heyerdahl, he brought raft makers from Puno to build the Ra raft that he used to cross the Atlantic Ocean.
Each neighborhood has its copy of the Virgin of the Candelaria.  The first day of the Fiesta the virgins from all of the neighborhoods are taken and blessed during a mass at the church.  The virgin from Barrio Magisterial is second from the right. 
She's carried around town on a platform, acompanied by residents of the neighborhood,  a brass band and fireworks, and sometimes by dancers.
