To whom it may concern,

Improper treatment, coupled by difficult and unsafe conditions for the staff and those in need existed at the Fire Council out of the cold program. Serious and major crime was present. There was drugging and allegations of this that were not properly looked into. I on many occasions felt in danger. Better monitoring and policing is necessary.
