Tou of the Blue Dragon Kingdom

Tou is a follower of Leen-sama.  He is the first to notice an intruder into their kingdom, and it happens to be Dark & Kyo.  He, Leen-sama, and Chao go to investigate.  He is Dark's first challenge to see if he (Dark) is really the new Phantom Saint of the Red Phoenix.  Tou uses blades of water to attack, and nearly takes Dark down several times.  Once Dark can use the Sword of the Red Phoenix though, Tou can no longer win, and backs down on Leen's command so that Chao may fight.
