Under the front bumper, there is the connections to the light bulb, if you did go stock for the foglight lenses and assembly, the light bulb should be listed at an autozone. Install the light bulb, and DO Verify that your Contour has the fuse installed. If this fuse is not installed, Or doesnt have the connections, this FAQ is useless.

Ending statements: I did feel that using a Ohm meter to verify the connections (Ohm meter from fuse to inside compartment, Ohm meter from Light (Positive) to the inside compartment to verify connections)

I will not be responsible for any misguided information, I do not write Textbooks, I am doing this as BEST as I can, my goal is to help fellow contour owners (and mystique) with installing fog lights. This was only performed on a 1995 Contour GL that had the engine harness, but not the passenger harness, its simple to install in my opinion. Follow these helpful tips, follow the provided wiring diagram, and you should be able to install fog lights in your Contour.
