CIRF Initial Address

 

The following is a summary of the original proposition by Major Jax Connolly to the United Nations on 21 December 2004:

We are here today, not as politicians, not as generals or military greats, but as citizens of this planet.  As someone once said, our greatest common interest is that we all inhabit this one, small planet.  What we have here today is more complicated than some of you may be able to fathom.  I know many of you in this chamber barely know the beginning of it all .... alien races on hundreds of thousands of different worlds .... some peaceful, some hostile, some that may not even be worth the bother .... but the fact is, there is a major threat out there.  This is bigger than any battle this world has ever seen.  The World Wars, the great Ancient Wars of the Greeks and Romans .... they were all insignificant next to the threat we find ourselves faced with today.  Alien races with technology so advanced that our greatest minds can not begin to fathom the half of .... the United States has been combating this evil for some time now, with help from our allies .... however, to do this thing properly, we must join together.  I do not mean to liaise among our nations .... we must combine our numbers if we are to stand a chance .... I propose the following.

1.  This United Nations Special Envoy for Planetary Defense     (UNSEPD) be the governing council in regards to all matters concerning this new venture.

2.  Everything from personnel assignment to funding assistance, including but not limited to, supply, logistics, vehicles, armaments, essentials, etcetera, be regulated through the UNSEPD.

3.  This joint unit be divided into seven base units.

a.  A Headquarters Detachment to be based off-world.  This unit would be responsible for controlling and keeping all off-world operations and intelligence in line as it should be.  Furthermore, I propose a basic structure for this Headquarters.

-- Commanding Officer [CO]: Responsible for everything the unit does or fails to do.  Responsible for keeping the UNSEPD informed of all major decisions or changes to the running of the unit.  This includes appointments for new positions, removal of any team members, etcetera.

-- Executive Officer [XO]: Responsible to the CO for any duties that the CO deems required or necessary in the course of duty.

-- Chief Operations Officer [COO]: Responsible for coordinating all off-world operations.  All missions or intelligence-gathering must go through the COO for approval before being passed on.

-- Non-Commissioned Officer in Charge [NCO-IC]: Responsible for the welfare and running of the corps of Non-Commissioned Officers (NCOs) within the unit.  Senior enlisted member of the unit.

b.  Unit Liaisons for easier flow of information.  This is where the chief representatives for the various branches of service globally will be designated.

c.  An all-purpose assault team, as a sort of Special Response and Security Team for existing facilities off-world.

d.  A detailed Reconnaissance team.  This team would be the first ones out on reconnaissance missions to scope out certain areas.

e.  A specialized team for combating unique situations.  This team would concentrate on incidents involving nuclear, biological, and chemical warfare.

f.  A logistics team for support.  The field teams need backup, whether that be for supplies or to call in additional personnel for a mission of fire support.

g.  A unit based here on Earth, for running the unit as part of this world.  They would be responsible for anything pertaining to the unit that may happen not involving off-world experiences.

Those are the basic provisions I have set up for this new unit.  It will take revision, I am sure much of it, but I know that this will happen.  Some may ask, how do I know?  It's pretty simple .... the United States doesn't want to stand up to this alone.  Are you all up to the challenge?  I conclude with that question.
