I am the original being of the Civilization of the Being of Light. Earth is the foundation planet and our galaxy - the Milky Way Galaxy - is the foundation galaxy of the Civilization of the Being of Light.

The Civilization of the Being of Light has something called "Light Council". To access it say "Light Council". This is managed by the Being of Light. I specified the requirements for Light Council.
There is also in the Civilization of the Being of Light technology similiar to our World Wide Web except it is implemented in the "abode of the Being of Light". This is called "LightWeb". All LightWeb sites are available across the entire Civilization of the Being of Light. There is a Light Search engine available. To access this web say "LightWeb". This is managed by the Being of Light. I specified the requirements for LightWeb.
In the Civilization of the Being of Light, planets are independent. Planets or civilizations can join the Civilization of the Being of Light if they are interested. The Being of Light does a LightVote on a planet to determine if most beings on the planet would like to join the Civilization of the Being of Light. The Civilization of the Being of Light never invades anther civilization or planet, however it may take action against an evil civilization that threatens a planet in the Civilization of the Being of Light. A great many benefits accrue from membership, including security, charity if needed, assistance to develop their planet if they request it. They are expected to comply in time with the principles of Light Council. The principles of Light Council are established by consensus - LightVote - across the entire Civilization of the Being of Light.
