nbsp; This is a sprawl development plan which included luxury homes around a golf
course. Senior housing and an industrial park were included. The Kaiser Permanente facility in the FUA1 area was previously approved under its own plan and will be built.

Issue 2: Urban Growth Boundries (UGB)
As a more stable means for controling where growth will and will not take place, a city can establish a UGB. This will place any changes to an established boundry on the ballot and take the decision from the city council.
Such a boundry system is expected to work with a county Urban Limit Line system which would reinforce current inter-government agreements and prevent another city claiming and developing an area which was reserved as open space
by the first city.
