Impact of Industrial Park
The developers of FUA1 have included space in their plan for an industrial park. I believe that it is included as political candy for the city council and the voters of Antioch. Just think, they suggest, the city can solve its traffic problems by creating jobs here. Few people believe that the notion is feasible, given the present economy.

What busniessman would locate into a traffic choked and overcrowded place?
State resolutions are also in the works to prohibit tax giveaways. The notion behind this is to prevent cities from engaging in a destructive bidding war where only the targeted business benefits. This was going to be the principle means by which the leadership of Antioch was going to attract business.
Consider that even if the city is successful in its efforts to attract business to this industrial park, it is very unlikely that high level jobs will go to any of Antioch's current unemployed. Few people will be induced to quit their present jobs for the new ones, assuming they are qualified for them.
Typically, new hires will have to commute in. They may even move here. This will only serve to make the congestion problems worse. So, in any case, the development plan is very unlikely to yield enough benefit to the city to offset its considerable burden.
