Each month the Association publishes a newsletter which is distributed to homeowners.  However, temporarily, the Board is posting minutes at this site.
BOARD MEETING SUMMARY
Minutes
August 9, 2007

Board Members Present: 
Becky Sheridan, Dave Erit, Dee Pyzik and Christine Lenoir. 

Management Present: 
Jon Passey, Heywood Realty & Investment Co.

I.	CALL TO ORDER

Becky called the meeting to order at 7:00 pm.  It was noted that Homeowner 
Comments would be the first order of business.

II. 	HOMEOWNER COMMENTS

III.	APPROVAL OF MINUTES
The minutes were reviewed and approved.  

Christine Lenoir moved to approve the July minutes as corrected.  Dee Pyzik 
seconded the motion and was passed unanimously.  

IV.	REVIEW AND ACCEPTANCE OF FINANCIAL REPORT
Dave Erit presented the income and expenses for July.  The Association brought 
in $20,743.32 for the month of July and spent $13,960.24.  The total cash 
balance for the month of July is $101,927.41. 

It was moved by Dave Erit to accept the financial.  This was seconded and 
unanimously approved.

OLD BUSINESS / 
MAINTENANCE REPORT
Jon reported that ACE Asphalt gave us a bid to put install approx 4,050 sq ft 
area and approximately 29 areas.  ACE marked out 3,544 sq ft to be done and was 
only able to give us 3,026 sq ft.  At the ACE Asphalt meeting another 414 sq ft 
were identified as areas that need patching.
Jon asked the Board for the appropriate deck color.  The Board selected the Dunn 
Edwards Cliff Brown DEC 711 to be the color of choice for the decks.
Jon also reported that the landscape project had been completed.  However, the 
shrubs that were installed were oleanders and should have been bird of paradise.  
The oleanders will be transplanted to another location on the property and the 
bird of paradise will be planted in their place.  
Jon reported on the need to comply with the pool fence regulations for the 
county.  The Board elected to trim the shrubs away from the fence and add dirt 
to solve this issue.  The Board suggested that Jon meet with the inspector prior 
to doing this to get the approval of the county before proceeding.  
Jon presented tree bids from Copper Canyon Tree Service in the amount of $6,500 
and Tree Doctors North for approx $5,800.  The Board elected the Tree Doctor's 
bid.  Jon will schedule this work.
Jon also discussed the need for turf weed spraying.  Due to the nature of the 
summer grass there are also summer weeds that tend to pop up every summer.  
These weeds should be sprayed to help keep the grass healthy. 

VII. NEW BUSINESS
The Board worked very hard on the budget information.  This will be prepared 
prior to the Annual Meeting.
The Board discussed the upcoming Annual Meeting.  Jon will reserve a meeting 
date at the Juniper Library for either of the available dates November 18th or 
November 17th.

VIII. ADJOURNMENT
The meeting was adjourned at 8:45 pm.

Delinquencies were reviewed. 


BBQ Time Is Near

Mark your calendars for our Fall Cinnabar BBQ, Sunday October 21st at 3:00 pm in 
the clubhouse.  Our resident BBQ extraordinaire, Bud will be at the grill, 
however, if any of you other men would like to act as “sous chef” or show off 
your own BBQ skills alongside Bud he would appreciate the company.  Hamburgers 
and hotdogs, buns, chips and all plates, etc., will be provided by the HOA.  
Please bring a Pot Luck dish to share and bring your own beverages as well.  
Watch for a Pot Luck sign-up sheet at the mailbox bulletin board as well as 
flyers for your reminder to attend.  We are looking forward to seeing many of 
you there, can't wait for the great cooking that always ends up on the tables 
and enjoying some cooler weather and neighbors as well. 
Water 
Conservation

Did you know Cinnabar spends an average of $23,000.00 a year on water?  That is 
a lot of water, part of that is the swimming pool, spa and landscaping.  Of 
course we all use a fair amount of water daily in our own condos with showers, 
laundry, cooking, dishes, toilets flushing and regular household chores.  
Cinnabar is 20 years old now and many of us still have the original dishwashers, 
toilets, shower heads, etc., that are not as efficient as the newer models 
available.  As more and more of our residents are beginning to update their 
condos please consider replacing items such as toilets and dishwashers with more 
water efficient models.  The old toilets for example took up to 5 or more 
gallons per flush; the new water efficient models are only about 2 gallons.  New 
“low flow” shower heads are much improved in delivering a nice water flow but 
saving water too, that is of course if you are not taking 30 minute showers.  
Tank-less water heaters can save a lot of money on both water and energy as 
well.  They deliver hot water very quickly without having to let the water run 
for a several minutes, it only heats what you need when you need it, and no big 
water tank that might leak.  Water is just one of the areas of utilities that we 
have to pay every month; there is gas, sewer, and electricity for the complex 
and trash collection too. These are “big ticket” items in our annual budget and 
the price of utilities never seems to go down, just up, so if each of us can 
help to conserve even a little it will help.



Trash Dumpsters 

Have you ever noticed when there is an old couch or large recliner chair hanging 
out of a dumpster or on the ground next to the dumpster?   Besides looking awful 
this is something that the garbage trucks cannot always take and they will not 
stop to load anything that is not already completely in the dumpster.  Please, 
please, do not dump large items such as furniture, mattresses or appliances in 
or around the dumpsters.  Cinnabar HOA has had to pay someone to come and haul 
these items away or break them up enough to be put into the dumpster.  This has 
cost between $50.00 and $100.00 each time.  As homeowners do we really want to 
spend our funds that way??  If you should see someone doing this please remind 
him or her that there is a landfill available to the public located at The City 
of Phoenix Skunk Creek Landfill, 3165 W. Happy Valley Road, Phoenix, 
602-262-7109.  A useful web site is 
http://www.maricopa.gov/envsvc/WATER/ILLDUMP/landfill.asp.  You can get all the 
details you might need at this website.  Cinnabar has also had people who do not 
live here use the dumpsters, so if you should notice someone driving into 
Cinnabar and “unloading” at the dumpster you can either say something or report 
their license number to the authorities.


Increased Vehicle 
Thefts at Cinnabar

As some of you already know, there has been an increase in vehicles being stolen 
from our Cinnabar complex.  As far as metropolitan areas are concerned, in 2006 
the greater Phoenix area was ranked as the 4th highest rate of vehicle thefts on 
a per capita basis (based on statistics provided by the NCIB).  In the last 
year, both my boyfriend's Ford F250 and my mom's Nissan Sentra have been stolen 
from right outside my condo.  I wanted to let my fellow neighbors know what can 
be done to help prevent you from being a victim as well.

Don't leave the license and registration in the vehicle when it is unoccupied. 
Fold your documents and keep them in your wallet.
Do not leave any valuables in your vehicle.  
Park in your garage if possible.  Vehicles parked outside are an easier target 
for theft.
Be sure that the vehicle identification number has been etched on the 
windshield, as well as on the frame of the car. This will aid in its recovery if 
it is stolen.
You should always lock your vehicle, even if parking for brief periods by: 
removing your keys from the ignition, locking your doors, closing all your 
windows, and parking in a well-lit area. 
Have a visible or audible device that alerts thieves that your vehicle is 
protected.  These devices include: audible alarms, steering wheel locks, 
steering column locks, brake locks, wheel locks, theft deterrent decals, 
identification markers in or on vehicle, window etching, and laminated glass. 
Install a device that prevents thieves from bypassing your ignition and 
hot-wiring the vehicle. These include: smart keys, high security locks & keys, 
fuse cut-offs, kill switches, and starter, ignition and fuel disablers. 
Install a tracking device that emits a signal to a police or monitoring station 
when the vehicle is reported stolen. Tracking devices are very effective in 
helping authorities recover stolen vehicles. 
Have an anti-theft system on your vehicle. Passive and active anti-theft devices 
are the two options available. Passive devices automatically arm themselves when 
the vehicle is turned off, the ignition key removed, or a door is shut. Active 
devices require some independent physical action before they are set, such as 
pushing a button, or placing a "lock" over a vehicle component part. 










Join the Watch Your Car decal program. It's free. If you enroll your vehicle it 
becomes part of the Motor Vehicle Department database. You will receive decals 
for the front and rear windows of your vehicle. By displaying the decals, 
vehicle owners convey to law enforcement officials that their vehicle is not 
usually in use between the hours of 1:00 am and 5:00 am, when the majority of 
auto thefts occur. If a Police Officer sees the vehicle between these hours, 
they have the right to stop the vehicle and verify the rightful owner is legally 
operating it.  Call the Arizona Automobile Theft Authority at  (1-888-668-4433)

If your vehicle is stolen, report it to the police immediately.  Report a theft 
in progress if you see one. Report suspicious activity in your neighborhood 
and/or at work. Cooperate with law enforcement officials once a crime has been 
committed.  Be willing to testify in court if your car has been stolen or if you 
have evidence of fraud.  Cooperate with your local neighborhood block watch 
leaders.
Know your neighbors!  If you see anyone that you don't recognize in our 
neighborhood, say hello.  Ask if they need help finding a unit.  If they remain 
on the property and look suspicious, call the police.

HEAR YE, HEAR YE

The Annual Cinnabar HOA Meeting will be held during the early part of November.  
We are waiting to secure a room at the Juniper Library just East of 19th Avenue 
on Union Hills.  As they do not allocate the room reservations very far in 
advance we are not yet sure of the actual date but we do anticipate the meeting 
to be on a Sunday afternoon, which seems to be the favored day of the week based 
on the previous comments by homeowners.  This is an opportunity to come and hear 
what all has been going on during this past year and to find out how the 2008 
budget is shaping up as well as bringing any suggestions, concerns etc.  
As always, we do have our Monthly HOA Meeting in the Clubhouse every 2nd 
Thursday of each month at 7:00 pm and all residents are welcome to attend.

Parking Lot Pavement Face-Lift

After much planning we finally have a fresh parking lot again.  Thank you to 
everyone for your patience during the few days that it took to complete the 
work.  The patching and seal-coat along with the re-striping and curb painting 
is always nice looking and helps to freshen things up.  As many of you may 
recall this is a process that gets done generally every 4 years or so.  It is 
expensive but it is important to maintain the integrity of the pavement to help 
keep it working for us as long as possible, our goal is to put off the complete 
“tear out and start all over again” parking lot for as many years as possible.  
In order to help the new seal-coat do its job we want to remind you to please 
monitor your vehicles for any oil leaks that may accumulate on the pavement as 
that destroys the surface, not to mention the havoc it can cause on your 
vehicles engine.  Also, if you see landscaping sprinklers hitting the pavement 
or pooling into the parking lot please call Heywood Realty at 480-820-1519 so it 
can be corrected.

Sept. HOA Meeting 
Attendance

We had a nice turnout of homeowners at the September meeting; apparently some of 
it was brought about by the flyer that had been posted by the mailboxes asking; 
“what was happening to Cinnabar”.  Our Association manager Jon addressed each 
item that was on the list, there were several questions and answers and 
additional discussion.  We even had a resident who volunteered to begin taking 
the monthly meeting minutes which is wonderful; we truly appreciate the 
assistance.  Thank you to everyone who attended, we hope to continue to see more 
resident interest and attendance as well as wonderful ideas.
