MILESTONES OF CIDSS IN CORDILLERA

1995

  • February 1995 - The Luzon Cluster holds its first communication planning for CIDSS.  DSWD Secretary Corazon Alma de Leon urged all regions to popularize CIDSS before expanding to multi-level advocacy work.

  • March 1995 - President Fidel V. Ramos issues Proclamation No. 540 on March 6, defining the Policy of Convergence and how the different agencies should operationalize  it.

  • April 1995 - The first batch of CIDSS Workers are deployed.  Their first task was to profile the target communities and acquaint them with CIDSS as a strategy to meet priority needs.

  • August 1995 - Results of the first Minimum Basic Needs Survey validated.  Problems on inadequate livelihood opportunities, potable water supply and toilet facilities were common across the regions.

  • October 1995 - The gains of CIDSS cited at the DSWD National Development Management Conference. " At least 100 families in CIDSS barangays in the Cordillera had access to livelihood assistance, supplemental feeding program and day care facilities."

1996

  • January 1996 - The first municipal and provincial program review of CIDSS was undertaken.  People's organizations and local government leaders critiqued their efforts and modified development plans based on their findings.

  • November 1996 - DSWD Secretary Lina B. Laigo issues the CIDSS Innovative Project Policy (DO 37).  This gave target communities the opportunity to devise more responsive projects that are outside the retained program package of DSWD.

1997

  • May 1997 - CIDSS is commended at the National Peace Conference (the NGO sector in the Social Reform Council. " ...It (CIDSS) has been able to utilize participatory strategies and increase awareness of communities of their capacity to address local problems."

  • September 1997 - Executive Order 443 declares CIDSS as the National Anti-Poverty Mechanism. All 5th and 6th class municipalities become priority communities followed by urban poor areas.

1999

  • June 1999 - CIDSS is commended by the AUSAID Philippines Vulnerable Group Facility.  "From the data, and mission discussions, it appears that CIDSS has an impressive implementation record and is highly effective in comparison with other Philippine agencies working in the social sector".

  • July 1999 - Angelita Gregorio-Medel, World Bank Consultant for Rapid Rural Assessment of Pro-Poor Programs lauds CIDSS. " Line agencies found the opportunity to test out more localized operations as they provided assistance through various technical working groups activated under CIDSS."
