1. You can't pratice federal civil or criminal law without permission being a members of the Federal Bar or being a "Special Officer" permitted to enforce federal statutes:

3. Addressed to 5th or DC US Circuit Courts of Appeals in as a 3rd Party Brief pursuant to Federal Rules of Appellate Procedure

4. You could call the Chairman of the appropriate Committee or his staff and ask to be summoned to testify

5. If the United Nations require your presence they will contact you through the US Department of State if someone feels you are needed.

1. It is a violation of Title 18 USC 1505 Obstruction of proceedings before departments, agencies, and committees to attempt to amend or create a US Statute without the active participation of Congress and if I am lucky the Chairman of a Congressional Committee will not have me summarily executed for creating my own statutes or laws.

The 4th US Circuit Court of Appeals provides that only the Chief Judge can open and examine counsel's papers and the The 5th US Circuit Court of Appeals according to reliable sources offered to have the next party reasking their ruling would be stuffed in a slow moving car full of US Marshals and be pistol whipped all the way back to New Orleans Citing Judges Grady Jolly, Thomas Reavley, and Henry Politz

7. The Vienna Convention requires the United Nations to contact any party of interest through the US Department of State and can impose "Diplomatic Sanctions" for violation of extensive diplomatic rules.

I wanted to thank you for dropping by the law firm of Walters, Walters, and Walters and asking some profound legal question which has due to tragedy and misfortune been deferred to a Committee of the United States Congress or the UN visa ORDER of a US Circuit Court of Appeals. You are probably not aware that the only persons who can vend, dispense, or practice law before Congessional Committees are members of given committees.

About half way down this page we have reliable reports of some poor police person from Dallas calling US Senator Mark O Hatfield in his Washington office and asking him how he does his job. The Senator apparently didn't receive the question well and explained he was flying down to Dallas, Texas and have his Secret Service Detail hold the Police person over his desk while he conducted a rectal exam to discover the particulars of the problem.

This link concerns persons in Texas writting their own version of the Food Stamp Act some years ago who were offered an opportunity to explain the matter to Chairman Bob Goodlatte. Having apparently failed to explain why these parties were writting their own federal statutes then Secretary of Agriculture Ann Veneman then retired.
