TOP STORY: NORTH KOREA AGREES TO MORE SIX-PARTY TALKS
STALINIST STATE REPEATS OFFER OF NUCELAR �FREEZE� FOR ECONOMIC AID
North Korea agreed �to hold a long-delayed second round of multilateral talks aimed at ending the standoff over its nuclear weapons program� (Cybercast News).  The Stalinist regime repeated its offer to �freeze its nuclear program�, if the U.S. resumed the economic aid and took the regime of the list of terrorist states.  Also reporting: BBC

The U.S. rejected that offer earlier this month, going instead with a �coordinated steps� plan.  In either case, North Korea would get economic aid before it eliminated its nuclear weapons.  North Korea� nuclear program violates a 1994 agreement that won the regime millions in fuel aid and two partially constructed nuclear power plants (see
10/21/02 NKR).

This time, the U.S. is apparently hoping �North Korea might follow the example� of Libya, which pledged to accept inspections by the International Atomic Energy Agency (IAEA) of its nuclear program and wipe out its chemical and biological weapons.  This would be the same IAEA that missed the Stalinists� nuclear weapons program for years.

The announcement from the North regarding the talks came after a visit from Communist Chinese Foreign Minister Wang Yi.  For more on Libya as the supposed model for North Korea�s nuclear disarmament, check out the

Stop the North Korean Nuclear Power Plants:
Construction on the nuclear power plants from the 1994 agreement has been suspended for one year, but the plants have not been cancelled.  Use this China e-Lobby fact sheet and tell the President to kill the power plants from the 1994 agreement that North Korea broke.

IRAN AND NORTH KOREA HAD A HAND IN LIBYA�S NUCLEAR WEAPONS PROGRAM
Speaking of Libya, the Stalinist regime was not alone in helping out the North African dictatorship (see last NKR).  In fact, both Iran and North Korea formed �a secret partnership� with Libya �with the intention of developing an independent nuclear weapon� (Sunday Herald, UK).  Link courtesy Parapundit founder Randall Parker, member since 2003

U.S. TO GIVE ANOTHER 60,000 TONS OF FOOD TO NK THROUGH WORLD FOOD PROGRAM
The United States will send another 60,000 tons of food aid to the World Food Program for North Korea.  The U.S. agreed to ship more aid after hearing of �some progress on the WFP's operating conditions in North Korea� (CNN).  The U.S. is concerned about reports of the Stalinists stealing the food aid to feed themselves and their army (see 3/6/02 Update).

AIDES TO ROH MOO-HYUN CHARGED WITH ILLEGAL FUNDRAISING
Three aides to South Korean President Roh Moo-hyun �have been charged with collecting illicit funds for last year's presidential elections� (BBC).  Among them was Choi Do-sul, Roh�s must trusted aide.  Choi allegedly took up to $1.5 million in illegal funds.  The scandal has left the dovish Roh badly damaged politically (see 10/13, 10/20, 12/1, and 12/8 NKRs).

U.S. BEEF BANNED DUE TO MAD COW DISEASE FIND
The apparent positive test of mad cow disease in Washington cattle led South Korea to ban all imports of American beef.  Reports: CNN, BBC

ON NORTH KOREA�S NUCLEAR WEAPONS
Is the Libya �deal� on weapons of mass destruction a model for disarming Kim Jong-il?  Balbina Hwang of the Heritage Foundation believes Kim �should learn what Libya has.�  Randall Parker, Parapundit founder and member since 2003, is rightly more skeptical.

Drake Bennett interviews the spectacularly horrible �historian� Bruce Cummings in the Boston Globe.  Cummings, in addition to falling for the �North Korea reform� bug that currently infects South Korean President Roh Moo-hyun, claims only half a million Koreans died from the Stalinist famine.  The actual number is closer to three million.
