CHINA E-LOBBY UPDATE: APRIL 10, 2002 TOP STORY: COMMUNISTS BEGIN PUBLIC AND PRIVATE SQUEEZE OF U.S. ON TAIWAN PRC PRESIDENT TO LINK ROC TO TERRORIST WAR, V.P ALSO TO OBJECT TO ROC-U.S. TIES CNNs Willy Wo-Lap Lam (1) reported that PRC President Jiang is using his trip to five nations, including Iran, to push the point that Communist support of the terrorist war is conditional upon the state of Sino-U.S. ties, particularly the Taiwan question. Lam (2) also reported that Communist heir apparent Hu Jintao will use his upcoming U.S. trip to insist that President Bush stop boosting ties with Taiwan. What caused this new public/private relations offensive? Among other things, semantics. In particular, President Bushs use of the words republic of Taiwan to praise the entry of the island democracy into the World Trade Organization last week set the Communists off (CNN). Bush also backed Taiwans entry into the World Health Association, which naturally also left the PRC unhappy. For more on Taiwan news, see also Republic of China (Taiwan) News Section Theres still time to contact the President and tell him not to appoint pro-PRC Doug Paal as de facto ambassador to Taiwan. Either way, the Post story reveals that the fund was created in the aftermath of bringing the National Security Bureau under civilian control. Furthermore, unlike the Communists, who in the 1990s were discovered to have attempted to funnel money to the Democratic Party, Taiwan did not generally believe that you could buy Americans, as one official aware of the fund said. Lees successor, former opponent, and now ally Chen Shui-bian shut the fund down two years ago following the disappearance of one of its senior accountants, Col. Liu Kuan-chun, who allegedly embezzled $5.5 million. Liu is now believed to be in the PRC, which could be a not just a PR disaster for the island democracy, but also put the lives of ROC espionage agents in grave danger.
