TOP STORY: CHARLES ROBERT JENKINS TO LEAVE NORTH KOREA, TEMPORARILY
Charles Robert Jenkins, the former American sergeant who has lived in North Korea for nearly forty years, �is expected to travel to Indonesia to be reunited with his Japanese wife, possibly this month� (BBC).  Jenkins� wife, Hitomi Soga, was one of several Japanese abducted by the North over between 1978 and 1983.

While she was allowed to return to Japan, he was left behind with their two daughters, who the North will not allow to leave with him on this trip.  Jenkins entered North Korea in 1965.  The U.S. Army says he defected; his family insists he was also kidnapped (see
9/23/02, 9/30/02, 10/7/02, 10/14/02, 10/21/02, 10/28/02, 11/18/02, and 12/19/02 NKRs).

WEAPONS OF MASS DESTRUCTION NEWS
POWELL MEETS NORTH KOREAN FOREIGN MINISTER
Secretary of State Colin Powell met with Stalinist Foreign Minister Paek Nam Sun �for about 20 minutes� (CNN) during a regional meeting for talks on North Korea�s nuclear weapons program.  Three rounds of talks on the subject have led to several American concessions � and little else (see 7/14/03, 12/22/03, and last NKRs).  Also reporting: BBC

STALINIST FM SAYS U.S. MUST �BUILD TRUST� WITH NK
Meanwhile, Paek had the audacity to tell the press that the U.S. �has to understand it needs to build trust if it wants to continue talking about nuclear weapons� (Washington Times).  This comes from a regime that has openly admitted to lying about pledges not to develop nuclear weapons in the first place (see 10/21/02 NKR).

ROH MOO-HYUN CONSOLIDATES HIS POWER
Dovish South Korean President Roh Moo-hyun brought three big hitters from his Uri Party in to his Cabinet.  Two of them are �viewed as strong candidates to succeed Roh in the 2007 presidential race� (United Press International via Washington Times) � South Korean presidents are allowed one term only.

FUNERAL FOR KIM SUN-IL HELD
The funeral for beheaded South Korean Kim Sun-il was held in Busan last week (BBC).  Kim was murdered by Iraqi terrorists aiming to reverse President Roh�s decision to send troops to Iraq next month (see 6/21 and last NKRs).  According to Time Asia, �Kim's gruesome death has already transformed some opponents of the deployment into angry supporters.�

COMMENTARY/ANALYSIS

ON THE NUCLEAR TALKS
John Larkin, Time Asia, examines the current status of the six-way talks on North Korea�s nuclear weapons.  While Larkin did note the �significant softening� of the Bush Administration in this round, he did not mention the pattern of such �softening� through the three rounds in total (see 10/21/02, 7/14/03, 12/8/03, 12/22/03, and last NKRs).
