TOP STORY: NK SHIP MINES HAVE �DISAPPEARED� FROM HIGH-SECURITY BASE
SCORES OF MINES BELIEVED TO BE PART OF AL QAEDA �ARMADA�
An American spy plane (assuming World Net Daily had a typo in calling it a �plan�) �discovered scores of acoustic sea mines had disappeared from a high-security naval base in North Korea.�  The mines �may be aboard an armada of terror ships Osama bin Laden's al-Qaida network has purchased and formed into a terror armada over the past year.�

If true, it would be the first public link between the Stalinist regime � a charter member of the axis of evil � and al Qaeda.  Communist China � the North�s fifty-plus-year-ally � paid upwards of $10 million to the terrorist group for unexploded American cruise missiles in 1998 (see
10/24/01 and 1/30/02 Updates).

DELEGATION FROM U.S., BUT NOT ADMINISTRATION, MAY VISIT YONGBYON FACILITY
Meanwhile, An unofficial American delegation will visit North Korea, and apparently examine its nuclear weapons program.  The trip, scheduled to begin tomorrow and last all week, does not include any government officials, and the Bush Administration �played down� (Washington Post) the trip.  Also reporting: Washington Times, Cybercast News

Stop the North Korean Nuclear Power Plants:
Construction on the nuclear power plants from the 1994 agreement has been suspended for one year, but the plants have not been cancelled.  Use this China e-Lobby fact sheet and tell the President to kill the power plants from the 1994 agreement that North Korea broke.

AUTHORS CALL FOR A BLOCKADE OF NORTH KOREA
David Frum (Member since 2003) and Richard Perle call for �a Cuba-style military blockade and overt preparations for war� (London Telegraph) against North Korea if the Stalinists do not agree to �the complete and immediate abandonment of its nuclear programme (UK sp).�   The authors make the call in their new book, An End to Evil: How to Win the War on Terror.

It�s one of the toughest policy recommendations Washington has heard on the Stalinist regime.  Sadly, the authors believe, �Such steps, with luck, will prompt China to oust its nominal ally, Kim Jong-il, and install a saner regime in North Korea.�  Perle was once retained to help the now-dead Hutchison Whampoa-Global Crossing deal.

NORTH KOREA ACCUSES U.S. OF SPYING
North Korea �accused the United States of conducting more than 180 aerial sorties in December to spy on the communist country� (BBC).  According to the Stalinists� news agency, U2 surveillance aircraft conducted the missions.  One of them may have noticed the missing mines in the Top Story; that would explain why the North is so touchy about them.

DEAN SLAMS BUSH AGAIN ON NORTH KOREA

Democratic front-runner Howard Dean repeated his criticism of President Bush for not entering bilateral negotiations with North Korea.  Dean has gone on record saying the Stalinists regime should be treated as a normal country (see
12/15/03 NKR).  Report: Washington Post

NEWS ON COMMUNIST CHINA�S ROLE
SOUTH KOREAN HELD AS STALINIST PRISONER OF WAR FOR 50 YEARS FINALLY HOME
Jeon Yong-il, a South Korean veteran who escaped North Korea after being held as a prisoner of war by North Korea for 50 years, is finally home �after a secret deal between the governments in Seoul and Beijing� (London Telegraph).  Communist China captured Jeon late last year (see 11/24/03 NKR).  The North is still holding 300 South Koreans as POWs.

ILLEGAL ROH CAMPAIGN MONEY HITS $5 MILLION
The amount of illegal campaign funds allegedly raised by President Roh Moo-hyun�s 2002 campaign was at least $5 million, a number over the minimum Roh himself set for his resignation.  The dovish Roh vowed to quit if his campaign �received more than one-tenth of the illegal political funds his opponent raised� (Washington Post, third item).

Roh�s opponent, Lee Hoi-chang, admitted to taking $42 million in illegal campaign cash, and offered to go to prison himself (see
12/15/03 NKR).

COMMENTARY/ANALYSIS
ON PAKISTAN AND NORTH KOREA
The editors of the Washington Times note Pakistan�s troubling history with North Korea, including nuclear and missile cooperation, but still contends that Pakistan is �a long-term partner, rather than as just a counter-terror ally.�  Perhaps they didn�t notice, but in reality, Pakistan is neither of them.

ON NORTH KOREA AND INTERNATIONAL FOOD AID
Masood Hyder, the United Nations humanitarian coordinator in North Korea, makes a pitch for more food aid to North Korea in the Washington Post.  While Hyder at least addresses the concerns of many about the Stalinists stealing the food, he largely dismisses them.

ON PERLE AND FRUM�S BOOK
Lawrence Kaplan, of The New Republic, reviews the aforementioned An End to Evil: How to Win the War on Terror by Richard Perle and David Frum (Member since 2003, see Other American Related News) in the Washington Post.
