COMMUNIST CHINESE ALLY JOINS IRAN AND IRAQ AS �AXIS OF EVIL� THREE
President Bush in his first State of the Union address to Congress and the nation (Washington Post 1 , Los Angeles Times, Washington Times), named three countries whose support of terrorism made them �an axis of evil.�  The three countries were Iran, Iraq, and North Korea.  All three are well-known clients of the Communist military; North Korea has been an ally of the People�s Republic for over five decades.

While a Post analysis reported that the charges �against Iraq and North Korea were familiar,� the addition of the regime that has taken repression to another level into the terrorist war equation was new.  What action will be taken against these three was unclear, apparently deliberately.  One officials told the Post that the speech �is not a call to use a specific element� of American power.

Still, �We've always said there are a number of elements of national power,� according to the official.  Bush himself said, �The United States of America will not permit the world's most dangerous regimes to threaten us with the world's most destructive weapons,� according to
CNN.  North Korea took umbrage at the label, despite their history of supplying terrorist states with arms (Washington Post 2).

AFGHAN FOREIGN MINISTER BACK COMMUNIST CHINA, NOT EAST TURKESTAN
PRC Prime Minister Zhu Rongji won a pledge from Afghan Foreign Minister Abdullah to �repatriate� any �East Turkestan terrorists.� (CNN�s Willy Wo-Lap Lam)  While a few Uighurs have been reported to be in Afghanistan, no evidence of a link between al Qeada and the Uighur independence movement has been shown.  Abdullah repeated the Communist claim of a link, but gave no proof. (Los Angeles Times)

East Turkestan was an independent state until the PRC conquered it in 1949, and its brutal crackdown � which has been even worse since September 11 gave the Communists the excuse they needed � has made many yearn for independence again.  Due in part to the Communists� anti-American nationalism, Uighurs are arguably the most pro-American Muslims in the world.

This was the only news regarding East Turkestan (�Xinjiang�) reported this week.

U.S. HITS TWO PRC COMPANIES WITH TRADE BANS FOR SELLING TO IRAN
The United States imposed a two-year trade ban for �the transfer of chemical and biological weapons technology to Iran . . . on the Liyang Chemical Equipment Company, the China Machinery and Electric Import and Export Company and an individual named as QC Chen.� (BBC)  Most PRC firms are owned by either the government, the Party, the military, or members thereof.  Also reporting: Washington Times

Communist China denied the charges, and railed against the sanctions, calling the �unreasonable.� (Agence France Presse via the Washington Times).

IRAQI DEPUTY PM IN BEIJING FOR TALKS
Iraqi Deputy Prime Minister Tariq Aziz � best known in the U.S. as Saddam Hussein�s mouthpiece during the Gulf War � visited Communist China over the weekend for talks.  The BBC reported that among the topics was building support to end UN sanctions against Iraq.  The PRC has strong economic ties to Iraq, and PRC firm Huawei Technologies integrated Iraq�s air defenses last year.

PRC WHACKS U.S. FOCUS ON MILITARY TECHNOLOGY
Communist China took another round of verbal shots at the U.S. for its �policy of emphasizing hi-tech conventional weapons and missile defense mechanisms such as the controversial missile shield.�  CNN�s Willy Wo-Lap Lam reported the �unusually hard-hitting commentary� from the Communist Liberation Army Daily, which also castigated U.S. action around the world as a �unipolar world order.�

�DUAL USE� TECHNOLOGY STILL LEAVING U.S. FOR COMMUNIST CHINA
According to Cybercast News Service, Communist China is still getting �as much American technology as it needs to modernize its armed forces.�  The PRC is importing a heavy amount of �dual use� technology � so called because it has both military ands civilian uses.  Such technology exports came under heavy criticism during the Clinton years, but the policy �has not noticeably changed� under President Bush.

LIU YAPING RELEASED FROM JAIL, STILL NOT ALLOWED TO LEAVE PRC
Communist China released Liu Yaping to his parents, according to the Los Angeles Times.  That is, however, as far as the Communists would go with the American resident, on trial for tax evasion.  They are still holding his passport.  Liu was arrested last year, as he was about to launch a business.  The Communist police denied him medical care, and he is now quite ill.  Also reporting: Washington Post

LI GUANGQIANG GETS TWO YEARS IN JAIL FOR IMPORTING BIBLES INTO PRC
Thanks in part to the fact that �US President George Bush had expressed concerns over the case� (BBC 1), Communist China dropped its plans to execute Li Quangqiang for importing Bibles under its hideous �evil cult� law.  The Communists still sentenced Li to two years in prison for his act of faith.  The U.S. was quick to condemn Li�s conviction (BBC 2).  Also reporting: Los Angeles Times

PRC MAGAZINE BACKS ILLEGAL ELECTION IN TOWNSHIP
An election in Bunyun township to choose its leader � strictly forbidden in the PRC � has won the support of China Reform, a state-run magazine.  Whether the story was �the work of a risk-taking editor . . . or endorsed . . . by a powerful patron able to protect the magazine from fallout� is now a question many are asking themselves, according to the Los Angeles Times.

NEW MILITARY APPOINTMENT IN BEIJING
Communist Lieutenant General Zhu Qi was appointed head of the Beijing Military region.  The move was as part of a series of changes at the military high command to bring it closer to Communist President Jiang (CNN�s Willy Wo-Lap Lam), who might keep the powerful post of chairman of the Central Military Commission.  Jiang will give up the state Presidency and Party Secretary posts by 2003.

COMMUNISTS DENY BANK OF CHINA FIASCO
As the Communist-run Bank of China paid out $21 million in fines imposed by the PRC and the U.S. � and the former head of the bank was under investigation � the Communists denied that the bank is even under a probe.  However, the BBC put the figure for missing money being investigated at $721 million.

INTERNATIONAL NEWS
COMMUNISTS SERVE NON-KOSHER FOOD AT DIPLOMATIC ANNIVERSARY EVENT
In a move �to humiliate Israel,� Communist China celebrated the 10th Anniversary of Israel-PRC diplomatic relations by holding an event in a room with the wrong flag and severing non-kosher food.  The �anomalies,� according to Yediot Ahronot, �were intended to signal China's displeasure at Israel's backing out of an agreement to sell it the Phalcon early-warning airborne system� (Washington Times).

EUROPEAN UNION BANS COMMUNIST CHINESE FOODS FOR HEALTH REASONS
The European Union has barred �poultry, rabbit meat, and frozen shrimps and prawn� made in the PRC due to health reasons. The EU found �traces of banned veterinary medicines, including Chloramphenicol, were found in samples of shrimps and prawns� (CNN).  The Communists threatened retaliation.

REPUBLIC OF CHINA (TAIWAN) NEWS
COMMUNISTS OFFER SMALL OLIVE BRANCH TO DEMOCRATIC PROGRESSIVE PARTY
After trying to isolate the Democratic Progressive Party � of which ROC President Chen Shui-bian is a member � Communist China appeared to reverse course last week.  PRC Vice Premier Qian Qichen, unofficial Communist spokesperson on Taiwan issues, said DPP members were free to visit Communist China �under an appropriate status,� according to CNN.  Also reporting: Los Angeles Times

The new invitation also does not apply to President Chen, or his Vice President, Annette Lu.  This has led many to believe the move was designed largely to divide the DPP (BBC).  CNN�s Willy Wo-Lap Lam also noted that the move is largely designed to outmaneuver Chen and his allies.  The Washington Post reported the Communists might have also been considering the upcoming U.S.-PRC summit in Beijing.

U.S. REPRESENTATIVE TO TAIWAN VOWS U.S. BACKING OF ROC
Richard Bush, the quasi-official U.S. representative to the ROC, told President Chen that the U.S. would �continue to help Taiwan fend off the Chinese threat,� even if Communist China �might try to extract concessions from the US over Taiwan in return for China's support of the war against terrorism� (BBC).

CHEN APPOINTS NEW CABINET MEMBERS
ROC President Chen Shui-bian appointed his new cabinet this week, including Christine Tsung, the first woman to serve as Economics Minister, according to the BBCCNN�s Lam also noted that two of President Chen�s new cabinet appointees �are considered close to Lee (Teng-Hui),� the ex-President who brought democracy and international attention to Taiwan, driving the Communists nuts in the process.

HONG KONG NEWS
COMMUNIST CHINA FINES AND BEATS THOSE WHO LOST CASE TO STAY IN HONG KONG
The 5,000 or so who lost their fight for Hong Kong residency despite a HK court ruling allowing them to say have been beaten and fined by Communist Chinese customs officials, according to the BBC.  The Communists overturned the court ruling at the request of the HK Chief Executive Tung Chee-hwa, leaving many to wonder how committed the Communist-appointed Tung is to local autonomy.

TIBET NEWS
DALAI LAMA FEELING �FINE� AFTER TESTS IN LILAWATI HOSPITAL
After undergoing tests to determine the cause of abdominal pain, the Dalai Lama was �fine,� according to a spokesman for Lilawati Hospital (CNN).  Tibet�s spiritual leader underwent the tests over the weekend.  Also Reporting: Los Angeles Times
