Section 11. When the debate, on any question, appears to have neared a close, the Chair shall ask "Are you ready for the question"?  If no member rises to speak then the question shall be put to a vote..

Section 12. All questions, except as other wise provided in the Constitution and By-laws of this Local Union, shall be secided by a majority vote of members present at the meeting.

Section 13. In all matters not governed by these rules of order, Roberts's Rules of Order shall govern.

Artiicle xiv.  Amendments

Section 1. This Local Union Constitution and By-laws may be amended or supplemented by a two-thirds vote at any regular meeting of the Local Union, provided that the changes to be voted upon have been presented in writing and read at a previous meeting.

     Any addition to this Local Union Constitution and By-Laws must be in the form of either a new section or subsection under the proper Article or a new Article.

Section 2.   Not withstanding anything to the contrary herein, this constitution and By-laws and approved amendments thereto shall be subject to and shall not in any way be construed to supersede any of the provisions of the National Constitution.
