It is always not possible to secure information on Bhutan, due to non-existence of freedom of  opinion, expression and press in Bhutan, which are the basic pillars of vibrant civil society. Bhutan’s weekly newspaper Kuensel does not report on the political development taking placing in Bhutan. Similarly, India media is also silent on Bhutanese affairs. In this context, CEMARD provides authentic alternative information on Bhutan and Bhutanese refugees. It works in close cooperation with the media. Over the years, it has developed   a very good  relations with the media, both national and the international media based in Nepal as well as at the international level. It uses all available media ( multi-media),  print media, television, radio, international forums, electronic magazines, email and the internet facilities to convey its messages to broader international community concerning Bhutanese refugees,  current development taking place in Bhutan and disseminating information about its activities.

In fact during last two years over ninety percent of information on Bhutanese affairs and refugees published in the media were provided by CEMARD. It is the frontline organisation informing the international community about the Bhutanese state of affairs.  

Its Executive Director, Mr. Rakesh Chhetri has been  working as  a political commentator and political analyst on Bhutanese affairs- specializing in security and  strategic issues.  He has published over 56 articles  on various issues concerning the violation of human rights in Bhutan, plight of Bhutanese refugees and political development taking place in Bhutan  in the Kathmandu Post, the largest selling English daily published from Kathmandu, Nepal. Besides,  He has  also contributed about ten articles in various Human Rights Magazine published from Kathmandu, Nepal. He contributed a paper entitled, “Bhutanese Lhotshampas: Victims of Ethnic Cleansing” in a book entitled, “States, Citizens and Outsiders: The Uprooted Peoples of South Asia”, published by the South Asian Forum for Human Rights, Kathmandu, Nepal, 1997.
