Dr. Imelda V. Panay graduated from Manila Central University (MCU), Philippines in 1982. She has gained MA units through further studies after graduation. She is a current member of the Optometric Association of the Philippines (OAP) and also the National Chapter, Manila.

She was a full time instructor of MCU from 1984 - 1988. From 1989 until present time, she has been one of the faculty members of Central Colleges of the Philippines, College of Optometry. She teaches Physiological Optics, Vision Training and Orthoptics.

She is married and blessed with two sons.

Currently, she has her own private practice in one of the cities in Metro Manila.
