The Original Career League
Constitution

I. GOVERNANCE

The orignial Career League ("CL") is governed by a Commissioner, an Assistant Commissioner, a Grievance/Trade Committee and a Rules Committee. Responsibilities of each position are described below:

A. The Commissioner (Baseball16299): The Commissioner has ultimate responsibility for the governance of the CL. This includes assigning the Grievance/Trade Committee ("GTC") and Rules Committee positions, finding new owners in the case of vacancies, serving as alternate committee member on the GTC and other duties as may become necessary. The Commissioner shall serve an indefinite term. The Commissioner can only be removed by unanimous vote of all owners (excluding the Commissioner) as executed by the GTC.

B. Assistant Commissioner (JTysonS19): The Assistant Commissioner has responsibility for assuming the role of the Commissioner in times when the Commissioner might be unavailable to perform the duties mentioned above (i.e., vacations, etc.) or as dictated by the Commissioner (and properly communicated to all league owners). The Assistant Commissioner shall also have responsibility for maintaining the independence of the Commissioner and shall receive the Commissioner's waiver claims, receive the Commissioner's free agent claims, serves as alternate on the GTC in the event of an issue involving the Commissioner, and other duties as may become necessary. The Assistant Commissioner shall be elected by vote of the owners (excluding the Commissioner) and shall serve an indefinite term. The Assistant Commissioner may be removed at any time through a two-thirds majority vote of all owners (including the Commissioner, but excluding the Assistant Commissioner) as executed by the GTC.

C. Grievance/Trade Committee ([email protected], Yanks14347, TheEdge303): The Grievance/Trade Committee shall have responsibility for administering all grievances. The Committee will consist of 3 owners. The Commissioner shall serve as the alternate with the Assistant Commissioner as the second alternate. All grievances of whatever sort should be submitted to the GTC by e-mail. The Committee has responsibility for voting and/or ruling on each grievance in an independent manner. In the event an issue concerns a member of the Committee, the alternate shall replace him for purposes of resolving that issue. In the event an issue concerns two members of the Committee, the alternate and the second alternate shall replace him for purposes of resolving that issue. All GTC rulings involving league business shall be reported to all owners upon resolution. All GTC rulings involving complaints about other owners shall remain confidential unless the decision results in request to remove an owner.

The GTC will approve all league trades. The GTC will rule all trades as invalid within 24 hours after announcement of the trade. The GTC will only notify owners of an overturned trade. If no notices are given within 24 hours after the trade is announced, it is considered approved. Owners with objections to approved trades should make them within 24 hours after the approval (effectively 48 hours after the trade is announced). If no grievance is received within 24 hours after the GTC's approval, the trade stands. Grievances will be resolved by the GTC after the grievance is filed but before the start of the next week's games.

D. Rules Custodian (Bugspit1): The Rules Custodian shall have responsibility for administering all rule changes. The Custodian shall be appointed each year, in October, by the Commissioner. The Custodian shall be responsible for reviewing league issues, requests for league rule changes, constitution clarifications, and other rules issues in order to refine and improve the CL. The Rules Custodian has authority to execute all minor rule changes and bring all major rule changes up for a vote of all owners. All Rules Committee decisions shall become effective in the off-season, NOT during the season. During the season, issues requiring immediate resolution will be handled by the GTC (as described above).

E. Administrative Assignments: In addition, certain league administration functions have been assigned by the Commissioner, as follows. These assignments are indefinite in length and can be re-assigned by the Commissioner at any time.

i. Position Eligibility (Yanks14347): Major league position eligibility will be tracked by a designated owner. That owner shall have the responsibility for verifying the position eligibility in accordance with the constitution, informing owners of eligibility on a periodic basis, as necessary, and responding to other owners' questions regarding player eligibility.

ii. Minor League Rosters (Bugspit1): A designated owner shall have responsibility for tracking minor league rosters of all teams. This shall include a) monitoring the number of major league players in the system, b) tracking major league eligibility status of players in each team's minor league system, c) tracking the number of minor league options remaining on each player, and d) tracking minor league system rosters. Periodic roster updates should be prepared and sent to all owners on a regular basis, as considered necessary.

iii. Scoring Verification (Baseball16299): One owner will be designated as responsible for calculating the scoring and results throughout the season to ensure that league standings are being accurately reflected. Each owner should verify the results of his/her game, as well, for an independent check. Discrepancies should be brought to the league's attention immediately and resolved before the next week's games.

iv. Constitution (Bugspit1): One owner shall have responsibility for maintaining and updating the league constitution as necessary. This includes updating owner and team information, incorporating all rule changes into the constitution, updating the schedule each year with appropriate dates, updating committee member assignments, and distribution to all owners.

v. Web-site Maintenance (Baseball16299): One owner shall have responsibility for developing and/or maintaining the official league web-site (www.angelfire.com/ca5/careerleague2). Responsibilities of this function shall include keeping the site up to date with all league information (i.e., standings, schedules, rosters, waiver wire, etc.), receiving comments from league owners on corrections and/or potential improvements to the site and implementing all required changes to the site. At owner's discretion, he may assign other individuals to assist with these tasks on a permanent or temporary basis.

II. LEAGUE FORMAT

A. There are 10 teams in the CL, split into two leagues (American and National) of 5 teams each.
B. The team names, owner names, team numbers and leagues are as follows:

C. The league will be a head to head format. Each week, teams will play an opponent (based upon the schedule below). Points will be scored based upon the scoring detailed in this Constitution and matched against that week's opponent. Points scored shall then be translated into wins and losses, with each week representing 6 games.

D. The league's season shall be 22 weeks long. There will be no games the week of the All-Star break. At the end of the regular 22-week season, the winner of each division and the 2nd place team in each division shall advance to the playoffs. Playoff games shall last one week and World Series shall last two weeks.

III. MAJOR LEAGUES

A. Draft:
A 41-round major league player draft was held in the initial year of the CL.

i. No other major league drafts will be held. All players will be considered keepers from year to year (just as in MLB except without contracts).
ii. Replacement major leaguers shall be acquired through each team's minor league system (see below), via free agent acquisition, via trade, or via the Rule V Draft.

B. Major League Rosters:

i. Regular Season Rosters:
a. Effective opening day of each season, each team must cut its roster to 25 active major league players.
b. Players on the CL Disabled List do not count against major league roster limit.
c. Rosters may never exceed 25 players with the exception of the Expanded Roster period (see below).
d. Rosters may be less than 25 players.

ii. Reserve Rosters:
a. In addition to each team's major league roster, a reserve roster can be maintained up to a maximum of 15 additional major league eligible players.
b. Effective opening day of each season, each team must cut its reserve roster to 15 players.
c. Reserve rosters may never exceed 15 players.
d. Reserve rosters may be less than 15 players.
e. Reserve rosters may contain additional minor league players, but may not contain more than 15 players total.

iii. Expanded Rosters:
a. Effective September 1st of each season, roster limits expand from 25 players to 40 players.
b. Rosters may be less than 40 players during this time, but may not exceed 40.

iv. Post-Season Rosters:
a. Effective 12 am EST one week before the start of the CL playoffs, all major league rosters are frozen at the lesser of 40 players or the number of major leaguers on a team's CL roster. This becomes a team's post-season roster.
b. No player may be inserted into a post-season starting lineup who is not on that team's post-season roster.

v. Off-Season Rosters: There are no major league or minor league roster limits during the off-season.

C. Lineups:

i. Deadline: A starting lineup will be e-mailed to the entire league by Monday at noon EST, prior to each week's games. Note that for 2001, the season begins on April 1st in Puerto Rico. Lineups for Week 1 will be due by one hour before gametime on April 1st. Week One's games will be extended from April 1st through April 8th.

ii. Legal Lineup: A legal starting lineup will consist of 18 players currently active on a CL team's major league roster. The 18 players will consist of C, 1B, 2B, SS, 3B, LF, CF, RF, DH, 5 starting pitchers, 3 middle relievers, and a closer. Owners may activate a player from the CL Disabled List who is still on the major league DL in anticipation of his coming off the DL during the week. If the player is active on a CL roster, he may be placed in a lineup for that week (regardless of whether he is active in the major leagues).

iii. Failure to Submit a Lineup: If a team fails to submit a lineup prior to the deadline, the prior weeks' lineup will be used. Any players in a prior week's lineup who are no longer active on that teams CL major league roster will receive no points. If a team fails to submit a lineup in the first week of the season, the Commissioner will be responsible for selecting that team's lineup prior to the first game of the week. No forfeits will be granted.

iv. Lineup Changes: Starting lineups may be changed up until the deadline, but may not be changed after noon on Monday. Any transactions taking place during the week will not affect your starting lineups until the next Monday.

v. Illegal Lineups:
a. If a submitted lineup contains more than 18 players and the discrepancy is not corrected by the lineup deadline, the submitted lineup is disqualified and the prior week's lineup shall be used as detailed in C. iii, above.
b. If a submitted lineup contains less than 18 players and the discrepancy is not corrected by the deadline, the open position(s) are filled with the player(s) used at the unfilled position in the previous week's lineup. If, for any reason, this cannot correct the problem (player no longer active on the major league roster, etc.), then the lineup is disqualified and the entire lineup from the previous week shall be used as detailed in C. iii, above.
c. If a submitted lineup contains players who are not active on that team's CL major league roster, those players shall receive no points for that player.

D. Initial Position Eligibility:

Position eligibility for each player is determined at the end of the prior major league season.

i. Hitters:
a. A hitter qualifies at a position if he played in 20 or more major league games at that position in the prior season.
b. Note that DH is considered a position for these purposes, but PH is not.
c. If a player did not play 20 major league games at any position in the prior season, he will qualify at the position he played most in the prior year.
d. Note that in CL, OF positions are considered separately. For example, a player must play 20 games at CF to qualify at CF, and not just 20 games at OF.
e. The designated hitter in your lineup may be any hitter, regardless of the position(s) he qualifies for.

ii. Pitchers:
a. A pitcher who started 20 games in the previous year qualifies as a SP in your CL lineup.
b. A pitcher who had 20 closing opportunities (Saves + Blown Saves) in the prior season qualifies as a Closer in your CL lineup.
c. A pitcher who qualifies as a SP or Closer will NOT qualify as a middle reliever in your CL lineup.
d. A pitcher who qualifies as both a SP and Closer will qualify as both SP and CL but not a MR in your CL lineup.
e. All pitchers having 20 or more non-start, non-closing appearances AND not qualifying as a SP or Closer qualify only at MR.
f. Pitchers not having 20 major league appearances in the prior season as SP, MR, or Closer will qualify at the position they appeared in most during the prior year.
g. Once a player qualifies at a position, he will qualify for the entire year, regardless of whether he plays that position in MLB.

E. Additional Position Eligibility:

A player may add new positions during the year as follows:

i. Hitters who play 5 games at a position will qualify at that position.
ii. Pitchers who start 5 games will qualify at SP.

iii. Pitchers getting 10 closing opportunities will qualify at Closer.
iv. No SP or Closer may ADD the MR position during the year, however, a MR may ADD a SP or CL position to have multiple position eligibility.

F. Rookie Position Eligibility:

Players who did not play in the major leagues in the prior year will qualify immediately upon MLB appearance at the position he played most in the minors in the prior year. They will retain that position for the entire year and may add positions upon reaching the thresholds above.

H. Scoring:

i. The statistics for each team's starting players, using the statistical categories outlined below, will be accumulated for the week and matched against that week's opponent.
ii. A week represents games played Monday through Sunday. Statistics accumulate throughout the week and final weekly statistics are matched up to determine the winners and losers of all scoring categories.
iii. Statistics are broken into six major categories, which represent the components of winning in major league baseball. Each of the six categories represents one game in CL. iv. Within each of the six categories are 3 statistical categories, which are used to measure a team's performance in that category.
v. The six categories and their related statistical measurements are as follows:

Starting Pitching Results (starting pitchers only)

� Quality Starts (Any start where the pitcher goes 6 or more innings and gives up 3 or less earned runs)
� Quality Performances ((Perfect Games x 10) + (No Hitters x 5) + (Shutouts x 3) + Complete Games). Note that pitchers must pitch a complete game to get scores for Perfect Games, No Hitters, or shutouts (games going less than 9 innings but which count in the standings also qualify for these bonuses).

vi. A team earns one point for each statistical measure in which it beats its opponent. If a category is tied, no points are awarded.

vii. Total points are added up for each of the six scoring categories. The winner of each category wins one game. The loser of each category loses one game. For example if Team A plays Team B and Team A wins Net Saves and Holds in the Relief Pitching category, and Team B wins Bullpen Net Wins/Losses, then Team A wins one game and Team B loses one game (i.e., 2 to 1).

viii. If there is a tie in one of the six scoring categories, the winner of the first listed category (presumed to be the "more important" category) will win that game. If the two teams tied the first listed category, then the winner of the second listed category will win that game.

ix. If all three statistical measures in any of the six scoring categories all result in a tie, that game is "called" and neither team will win or lose that game.

x. In the event of a tie, the game will be "made up" the next time the two teams play each other. In the next series between the two teams, the winner of the scoring category which was previously "called" will win two games. If the teams do not meet each other again during the season, the game will not be played.

xi. If a game is not scheduled to be completed during the season, and either team involved has the possibility of earning a playoff berth by winning that game, then the two teams will match up in the appropriate scoring category on the last week of the CL regular season (this is in addition to the normally scheduled game) in order to determine the winner of that game.

xii. Statistical measures marked by ** indicate categories where the object is to get the lower score.

xiii. A team must have at least one-third of an Inning Pitched to win the WHIP or ERA categories.

xiv. A team must have made one appearance in the field to win Errors + Passed Balls

I. Tiebreakers:

If, at the end of the regular CL season, there is a tie for playoff positions (among two or more teams), the following shall be the tiebreakers used to determine the playoff teams:

� Head to Head record
� Total points scored in head to head games
� Total points for all games
� On-line dice roll
The same tiebreakers shall be used during the season to determine the order for waiver claims should there be a tie in the standings.

J. Playoffs:

Playoffs will be held in week 24 of the MLB season. The winner and runner up in each league will advance to the post-season. Playoff games will be a 7-game series, as in the regular season. The winner of each playoff game will meet in the World Series.

K. World Series:

The World Series will be held from Week 25 to the end of the MLB season (about 2 weeks). Points will be accumulated as in regular season series. A new lineup may be submitted in the 2nd week of the World Series by the Monday noon deadline.

L. Post-Season Lineups:

i. For tie-breaking purposes, post-season lineups will consist of additional decisions which need to be made when submitting lineups.
ii. A post-season lineup consists of the standard 18 starting players denoted in a regular season lineup, as outlined above, 3 additional bench hitters, and three "game 7 pitchers".

a. Bench Hitters:
1. Bench hitters must be designated up front with each lineup submission.
2. Bench hitters must be players NOT in the starting lineup.
3. Bench hitters for the World Series may be different for week 1 and week 2.
4. Bench hitters must be on a team's playoff roster, as defined above.
b. Game 7 pitchers:
1. Game 7 pitchers will consist of the team's best SP, best MR and closer.
2. Game 7 pitchers must be designated up front with each lineup submission.
3. Game 7 pitchers may be pitchers in the lineup or pitchers not in the lineup.
4. Game 7 pitchers must be on a team's playoff roster, as defined above.
iii. Should a team not designate, before the lineup submission deadline, its bench players and/or its game 7 pitchers, it shall receive no stats for those players in the event of a tie.

M. Post-Season Tiebreakers:

i. For purposes of post-season tiebreakers, the statistics of the bench hitters and the Game 7 pitchers for each team will be matched against each other in the same manner as is done for the regular starting lineups to determine a winner.
ii. If a winner is not determined from the above, the statistics of all the starting lineup, the bench and the game 7 pitchers will be combined and matched against each other to determine a winner.
iii. If a winner is still not determined from the above, the team with the most wins during the regular season will be declared the winner.
iv. If both teams had the same amount of wins in the regular season, then the tiebreakers in I. Above shall be used to break the tie.

N. Transactions:

i. Notification: All transactions should be e-mailed to all league owners.

ii. Effective Date: All transactions take effect immediately unless additional approval is required (see below) or other timelines exist as detailed in this Constitution. Lineups cannot be affected by transactions made mid-week.

iii. Disabled List:
a. Any player placed on the MLB disabled list before or during the season may be reserved by the fantasy team owning that player.
b. There is no limit to the number of players a team may have on the CL Disabled List at any time.
c. Players on the CL Disabled List do not count against applicable roster limits.
d. Disabled players in MLB do not have to be disabled in CL.

iv. Activation from Disabled List:
a. When a player is activated off the DL in MLB and first appears in a box score, a CL owner may no longer keep that player on the CL Disabled List.
b. An owner has until midnight EDT on the 7th day following his first appearance in a box score to remove the player from the CL Disabled List. An owner may do so by waving the player, activating him (subject to roster limit restrictions), trading him, or optioning him to the minor league system (see below).
c. An owner activating a player from the CL Disabled List must also specify any additional transactions at that time in order to remain under the applicable roster limit. An activation request violating roster limitations will be ignored.
d. An owner may activate a player off the CL disabled list at any time regardless of whether he is active in MLB.
e. If the 7th day deadline passes and the MLB active player remains on the CL disabled list, the Commissioner will waive the player outright from his current CL roster. The player will then become subject to normal waiver wire rules (see below).

v. Waivers:
a. Any player may be waived outright at any time.
b. Players waived outright are immediately removed from a team's CL roster and become available to all teams wishing to claim that player.
c. There will be two waiver claim periods each week.
1. The first period will consist of players waived from the prior Sunday 6pm EDT through the current Wednesday 6pm EDT, which will be awarded on the current Sunday evening after the 6pm EDT claim deadline.
2. The second period will consist of players waived from Wednesday evening through Sunday 6pm EDT, which will be awarded on the following Wednesday after the 6pm EDT claim deadline.
d. At the end of each claim period above, all players waived outright that period are placed on the waiver wire.
e. Waiver claims may be made to the Commissioner during the claim period up until 6pm EDT on the claim date, as noted above..
f. Waiver claims must be made with corresponding transaction(s) to accommodate roster limits.
g. Any illegal waiver claims (those violating roster limits) will be invalid and will be ignored.
h. Teams may submit claims for more than one player in any given period.
i. Claim order for the waiver wire is determined by the reverse order of the prior week's standings (through Sunday) with the exception that a team waiving a player always receives last claim on that player.
j. Each team receives one claim and then a second round of claims occurs, using the same order, and a third round, etc. until all claims are filled or all players are claimed.
k. The Commissioner will notify teams of players claimed immediately after the claim period has expired.
l. Players claimed may be placed in lineups immediately after notification by the Commissioner of their successful claim (for the next week).

vi. Trades:
a. Trades in CL may involve major leaguers, minor leaguers, draft picks, waiver wire picks, Rule V picks or any other commodity held.
b. Unspecified future considerations are NOT tradable, however future draft picks which are specified at the time of the trade ARE tradable.
c. All trades must be sent to the entire league and confirmed by ALL teams involved before taking effect.
d. Trades not confirmed by all teams involved are not valid. e. The GTC will have final approval of all trades. f. All trades will be indicated as invalid within 24 hours after all teams have confirmed or the trade will stand. g. Indication will be given ONLY if the trade is denied by the GTC.
h. All trades are assumed to take effect as of the last confirmation. Teams may insert players acquired into lineups after the last confirmation has been received by all teams in the league.
i. IF THE GTC DECLINES A TRADE AND PLAYERS RECEIVED HAVE BEEN PLACED IN A LINEUP, THAT PLAYER WILL RECEIVE NO POINTS. It is suggested that teams make trades prior to Sunday noon EST so that the 24 hour approval period has passed before players are inserted into lineups.
j. Anyone protesting a trade must submit the protest within 24 hours after approval of the trade to the GTC.
k. GTC will evaluate all grievances and issue a ruling before the next weeks' games are begun.
l. Trades reversed by GTC ruling will not affect points scored by a player acquired and inserted in a lineup prior to the issuance of the ruling.
m. No GTC ruling shall span over two lineup deadlines (Monday noon). If the Committee has not ruled by the passing of the second deadline, the trade stands.
n. Unrestricted trades may be made at any time during the off-season and up until midnight July 31st.
o. Restricted trading will take place between August 1st and midnight, August 31st. As in MLB, players to be traded during the restricted trading period must pass through revocable waivers prior to being traded (see below).

vii. Options:
a. A team receives 5 minor league options on each player on the major league or minor league roster.
b. An option expires each time a team options a player from the major league roster to the minor league roster after the first week of the CL season and through the end of the CL season.
c. No option expires upon assignment to the minor leagues on opening day or before the end of the first week of the season.
d. When a player changes teams, in any manner, the acquiring team receives 5 minor league options on that player regardless of how many options were used by his prior CL owner.
e. Players who are out of options must be either kept on the major league roster, waived outright or placed on revocable waivers (see below).

viii. Revocable Waivers: A player may be placed on revocable waivers in under two sets of circumstances, as follows. Players on revocable waivers get placed into the waiver pool with players waived outright and go through the same claim procedures described above. Players on revocable waivers are not automatically acquired by the claiming team, however, as described below:

a. Out of Options:
1. A player who is out of options may be placed on revocable waivers.
2. If claimed, the team placing the player on waivers may a) Waive him to the claiming team,
b) Revoke the waiver and keep him on the major league roster (with proper offsetting transaction to remain under applicable roster limits), or c) Trade him to the claiming team.
d) Options b or c must be done within 48 hours after the player is claimed, otherwise the claiming team receives the players rights without providing compensation.
e) If a player is claimed, the waiving team may NOT trade him to any other team but the claiming team.
f) The waiving team may NOT reclaim a player on revocable waivers.
g) A claimed player who switches teams (via trade or waiver) then gains 5 additional options for his new team.

3. If the player is not claimed, the waiving team may then assign the player to its minor league system (maintaining appropriate roster limits) and receives 5 additional minor league options on that player.

4. Players may not be placed on revocable waivers in consecutive weeks by the same team.

b. Restricted Trading Period:
1. During the restricted trading period (between August 1st and August 31st), all players to be traded must first pass through revocable waivers.
2. If claimed, the team placing the player on waivers may: a) Waive him to the claiming team,
b) Revoke the waiver and keep the player on the major league roster (or minor league roster if the team still has minor league options on the player).
c) Trade him to the claiming team.
d) Options b or c must be done within 48 hours after the player is claimed, otherwise the claiming team receives the players rights without providing compensation.
e) If a player is claimed, the waiving team may NOT trade him to any other team but the claiming team.
f) The waiving team may NOT claim a player it placed on revocable waivers.
g) A claimed player who switches teams (via trade or waiver) then gains 5 additional options for his new team.
3. If the player is not claimed, the waiving team is free to trade that player to any team throughout the restricted trading period.

ix. Free Agents:
a. Major league free agents (those qualifying as major leaguers-see below for criteria) may be claimed at any time.
b. Claims must be submitted to all owners along with corresponding transaction in order to remain under applicable roster limits.
c. Claims submitted which violate roster limits will be ignored. d. Free agents are awarded on a first-come, first-served basis. x. Suspensions:
a. Suspended players may NOT be reserved at any time.
b. Teams wishing to replace a suspended player must option that player to the minor leagues, losing one minor league option.

IV. MINOR LEAGUES

A. Purpose: The purpose of the minor league system is to provide a means for teams to restock their major league rosters in the case of retirements or ineffectiveness.

B. Draft:

In the initial year of the league, a 60 round minor league draft took place. All players drafted will be keepers (just as in MLB).

C. Rosters:
i. Each team in CL will have AAA, AA, and A rosters consisting of 40 players each.
ii. The maximum number of players during the CL season that can be kept is 120.
iii. If, during the season, a team trades for a player who is assigned to the minor league system, which then places the team above the 120 player limit, players must be waived outright. Players waived in this manner go through the waiver wire, just as major leaguers (see above).
iv. There is no maximum number of players that can be kept during the off-season.
v. By opening day, each year, each team must cut its minor league rosters down to 120 total players.

D. Major League Eligibility:

i. A hitter is considered a major leaguer for CL if he is no longer rookie eligible (i.e., he has 130 major league At Bats, or 45 days on the major league roster before September 1st) AND he is in the major leagues for MLB purposes (including the MLB Disabled List).

ii. A pitcher is considered a major leaguer for CL if he is no longer rookie eligible (i.e., he has 50 major league Innings Pitched, or 45 days on the major league roster before September 1st) AND he is in the major leagues for MLB purposes (including the MLB Disabled List).

E. Major Leaguers in CL Minor League Systems:

i. No major leaguers may be kept in a team's minor league system in CL. Major leaguers must be on a team's 15-man major league reserve roster.

ii. If, at any time, a team has a major leaguer in its minor league system (due to a player becoming major league eligible during the season, etc.), the team has 7 days to balance the rosters through trade, waivers, etc.

iii. If a team does not correct a violation within the 7 day period above, the Commissioner shall waive the player that caused the imbalance off the team's roster.

iv. During the off-season, there is no maximum number of major leaguers that may be kept.

F. Transactions:

i. Notification: All minor league transactions should be e-mailed to all owners.

ii. Effective Date: All transactions take effect immediately unless additional approval is required (see below) or other timelines exist as detailed in this Constitution.

iii. Disabled List: There is no minor league disabled list.

iv. Waivers:
a. Any minor league player may be waived outright at any time. b. Players waived outright are immediately removed from a team's CL minor league roster and become available to all teams wishing to claim that player.
c. At the end of each week, all players waived outright that week are placed on the waiver wire (with major league players). d. Waiver wire claims proceed as described above.

v. Trades: Trades involving minor leaguers are subject to the same rules as trades involving major leaguers, as described above.

vi. Minor League Free Agents:
a. During the season, no minor league free agents may be selected.
b. For the period following the completion of the annual Amateur Draft (see below) until Opening Day, minor league free agents may be picked up on a first-come, first-served basis.

G. Amateur Draft:

i. Each year, there will be an amateur draft for the purpose of restocking minor league systems.
ii. The amateur draft will begin the week of the All-Star Break (since no games are played) and will be completed after the season (re-convening on or around October 15th).
iii. The draft order will be the reverse order of the standings from the previous season.
iv. Any player not considered a major leaguer and not on a CL major league or minor league roster may be drafted.
v. The draft will continue for an indefinite period of time until all teams have passed and no longer wish to draft.
vi. Picks may be traded at any time.

H. Rule V Draft:

i. Each year (beginning the fourth year of the league), one week after the New Year, a Rule V Draft will be held for the purpose of redistributing major leaguers not being utilized by their teams.
ii. Major leaguers who have spent 3 years (partial years count as full years for "new" major leaguers during the season) as a major leaguer in a CL team's minor league system, but who have never been placed on the CL major league roster shall be eligible for the Rule V Draft.
iii. The draft order shall be in reverse order of the standings from the prior year.
iv. Each team may select any Rule V eligible player from another team's roster.
v. Rule V selections MUST make the major league roster of the selecting team (effective on Opening Day) or else be returned to the team selected from.
vi. Rule V selections MUST remain on the selecting team's major league roster for the entire season or be returned to the team selected from.
vii. Teams which receive a returned Rule V player may either keep that player (with 5 new options) or waive the player outright.
viii. The team waiving a Rule V players outright receives last claim on that player on the waiver wire. The team returning the Rule V player to the waiving team receives 2nd to last claim on that player on the waiver wire.
ix. After spending one year on the selecting team's major league roster, the player becomes irrevocably owned by that team and may be optioned to the minor leagues at any time, as with any other player.

V. FEES

The CL is intended to be a fun league and no fees are expected. Minimal fees may be charged from time to time for web-site maintenance, if necessary.
