CalltoOrder. The meeting was called to order at 7:00 pm by Chairman Thomas Briggs.2. ApprovalofMinutes. October 9, 2000, Regular MeetingMotion by Sylvan Fisher second by Dick Horst to approve the minutes as written. Motionapproved unanimously.3. Public Comment/GuestsMelvin Ressler asked questions about his properties on South State Street. He would liketo square off his lot to allow each lot to have access to the alley. Barry Wagner wrotea letter to him explaining the proper procedure to subdivide/add-on the section.4. Correspondence The Board reviewed the following correspondence:a. Notification of the Community Halloween Parade.b. Ephrata Community Ambulance Association September 2000 report.c. West Earl Water Authority "unofficial" meeting minutes from October 2, 2000.d. West Earl Planning Commission "unofficial" meeting minutes from Sept 27, 2000.5. OldBusinessa. Consideration of a service agreement between the Township and YSM toprovide a master plan for the Lions & Lioness Club Community Park.Pat found out that there are no grants available at this level. The boarddiscussed adding the other park properties to the master plan. The grantdeadline is in early November. The next grant deadline is in the spring. It wassuggested that Pat, Darlene Graham and Dick Stover meet and discuss theactions available.b. Flashing warning device permit for the Brownstown School. The school district isasking the Township to pay for half of the flashing device. Motion by Dick Horstsecond by Walter Wanner to prepare a letter to the School District and KimSeldomridge advising them that the township is against any funding towards theflashing lights. Motion passed, 3 votes for (Walter Wanner, Dick Horst, ThomasBriggs), ] vote against (Sylvan Fisher), ] vote abstained (Dick Stover).
