Motion approved unanimously.Mr Sharpless of 21 Cedar Avenue voiced his concerns about the lights from Star Chevy'strailer lot at 4170 Oregon Pike shining on his property and directly into his windows and alsoasked about the use of Jake brakes by the large trucks exiting 222. The board advised MrSharpless to contact Mr Cochran of Star Chevrolet and discuss the problem about thebusiness' lighting.The guests questioned the PPL expansion. Will the use stay peak demand or with thecontinued growth of the township will it increase to full time use? The nitrous oxide wastested in Lancaster City, will they test it here in West Earl? What is the current level here?What are the federal guidelines? What will they use for the water source? The boardadvised that this plan has been brought to the board one time and has not been presentedsince. The township will have many more conversations with PPL before anything is built.The guests asked about Richard Hurst's Bed & Breakfast. Since the property is now cleanedup and developed, the stormwater is running onto their properties. The board discussed thepossibility of appealing the decision but no action was taken.Motion by Dick Horst second by Thomas Briggs to authorize Trick or Treat night to be Tuesday,October 31 from 6-8 pm.Eagleview Estates submitted a Phasing Plan letter. Hyder reviewed the letter and statedeverything is fine and suggested that Garland update it yearly.Motion by Dick Horst second by Sylvan Fisher to approve the phasing plan contingent upona letter being submitted from Eagleview Estates to the Board staling they will give yearlyupdates to the phasing. Motion approved unanimously.Members from the Farmersville Fire Company told the board that they are accepting bidsfor a new engine. The engine will cost between $250.000 and $350.000. The members askedthe board to consider a donation to the Fire Company to help with the costs.
