    4. PPL Global – The Planning Commission has recommended approval of the Preliminary Plan contingent upon the engineer’s comments being addressed by the applicant. Approved contingent on meeting the engineer’s comments.
    5. Letter of credit reduction request letter from Crosswinds Associates Development Co. In the amount of $280,056.92. Approved.
    6. Release of escrow request by Fairmount Homes. Approved.

    1. Consideration of Resolution No. 2002-12 appointing a certified public accountant to audit the accounts of the Township of West Earl for the years 2001, 2002 and 2003, and to establish the compensation to be paid to the certified public accountant in accordance with the provisions of the Second Class Township Code. Approved.
    2. Consideration of Paul K. Brantley’s letter of resignation from the Planning Commission. Accepted with regret. Dean Weinhold has expressed interest in the position.
    3. Consideration of Ordinance No. 155 to amend the non-uniform pension ordinance authorizing the Board of Supervisors to appoint a fiduciary to manage the pension plan. Approved. Motion also approved to appoint a principle for the police uniformed fund.

    1. PA23 Corridor Study, Phase II Final Report – Executive Summary
    2. Notice of a 30-day burn ban declared by the County Commissioners which went into effect Thursday, February 21st.
    3. Letter from the County Commissioners concerning contributions to the Drug Task Force.
    4. Notice of the Regional Township Agricultural Symposium to be held Saturday, March 16, 2002.
    5. Information from Dave Noyes regarding a possible township website. The manager and secretary stated that the county is also offering to provide a web-platform for townships. After the manager and secretary gave details, I recommended that the township use the county’s web-platform instead of the site I proposed.

    I also repetitioned the board to release draft minutes to the public, stating that I know that Manor Township and another township in Chester county release draft minutes. Supervisor Horst mentioned that he is concerned of the spreading of misinformation if there would be errors in the draft minutes but also mentioned that he would not be against it if the solicitor said it was ok. I stated to the board that the manager had said after my first request for the release of draft minutes that the solicitor said it was up to the board to decide. The manager said he does not recall saying that and would ask the solicitor again. A day after this meeting (2/25/02), I wrote a letter to the supervisors again requesting the release of draft minutes, stating the problem of not having a timely public record of meeting motions/decisions that are made which are effective immediately.

  10. Motion approved to remove Charlie Diffenderfer from the Park & Recr. Board.

    Motion approved to award electrical contract for the shop to Clark if fixtures are same as in other quotes.

    Motion approved to allow use of the meeting room for victim reconciliation meetings contingent that it does not interfere with other meetings. Chief Brandt said he would make sure building is closed up afterwards.

    The recycle center needs to give some acreage for the expansion of the sewer plant. This will reduce the amount of unused recycle center land currently rented to a farmer for $175/acre per year. I t was discussed that the rent does not pay for the taxes and that when the land is taken for the sewage plant there will not be much left to rent. It is uncertain whether or not they will rent out the little remaining.
