The proposal for WestEarlPA.com is to provide West Earl Township officials with a means for posting township-related information and communicating with the public on-line. The site would replace the current Geocities.com/BrownstownPA.com web-site and have the following attributes:
- The township and webmaster would together determine the baseline
features of the site. The township would have final approval on all site content.
- The township would have no obligation to construct or maintain the web-site other than providing information. The township would also have the ability to modify or add information to the site to the extent it desires to do so. The township would have full password access to the site.
- The web-site would provide 4 email addresses for the township’s use.
- The township would be free to terminate it’s affiliation with the site at any time including if/when the township decides to have a site designed by a web-design service.
- The web-site would be advertisement-free and not include "Geocities.com" as part of the web-address (unlike the current site). The $8.95/month cost of the site would be paid by Dave Noyes for at least the first year.
Proposed base-line features of the site:
- Minutes and Agendas
- Meeting Schedules
- On-line version of the Township Newsletter and/or articles from the various departments within the township.
- Police notifications
- E-mail contacts (i.e. Roadmaster, Police, Zoning Officer, Building Officer, Manager)
- Posting township employment opportunities
Additional features and requisites to allow my participation in the site:
- Incorporate a Guestbook on the site to further promote community involvement and gain valuable feedback on the site
- The release of "Draft" or "Preliminary" versions of meeting minutes. Releasing these allows me to devote more time for developing the new site in lieu of attending and taking notes at meetings and uploading the notes. The primary benefit of "Draft" or "Preliminary" minutes to the public is to allow constituents to be aware of and where necessary comment on board decisions sooner than a month after the issue was first discussed.
- Provide electronic versions of items to be placed on the site wherever possible. Uploading electronic documents is much less time consuming that scanning, proof-reading, and uploading paper documents.
- Advertise the web-site in suitable means such as the township newsletter. Letting residents know that the township is providing additional means promotes community involvement.
Please note that the WesEarlPA.com address has been reserved for this project to provide a definite transition from the Geocities.com/BrownstownPA site. If the township decides not to proceed with the project, depending on the capabilities of the software I will be transferring the current site contents to the new web address. If not possible, I will be relinquishing the WestEarlPA.com address. The WestEarlPA.com address may or may not be available in the future.
