Before, barangay Imelda is only a part of barangay Libertad. Its name before was Saugon.
The name Saugon came from a native name of a river. In the year 1967, an election was held in barangay Imelda,
where Ricardo Bisoy was elected as Barangay Coucilor. Year 1967-1971, through the effort of the sitio
leader Norberto Alejo and councilor Ricardo Bisoy together with the people of the sitio Saugon
became barangay by passing a resolution to the Municipal Government.
        May 4, 1982 the resolution was approved. But the name SAugon was replace into Imelda so that it 
can easily identified.It was name before Imelda Romualdez Marcos, the Nations First Lady at that time.
The settler of the barangay was Norberto Alejo an Ilocano from La Union and a retired Philippine 
Constabulary(PC). He is looking for a land near the river. He married Idobejes PeÑaloga from 
barangay Libertad.In the year 1949, Norberto Alejo came back to sitio Saugon together with some 
of his fellow Ilocano from La Union. In the year 1958, the first school building was constructed 
a grade I and grade II. It was located a two hectares land. Trough the effort of Mr. Norberto Alejo, 
Mr. Moises Seploc, Mr. Marcelino Quilaman, Mr.Lorenzo Ano, and Mr.Semion Dawing the school was established.
The first teachers were, Mrs.Conchita Amedo, Mr.Pedro Mique and Mr.Benjamin Valdez. In the year 1963-1977 
another classroom for grade III and grade IV was added. and in the year 1999, they constructed another 
two building for grade V and grade VI.
