You've seen genies on television, haven't you? They are female, blonde, pretty, and wear costumes which show off their attractive figures to best effect. Why can't all genies be like that?
Possibly Jeannie the Genie has seen the same programmes. She is female, blonde, pretty, and wears costumes which show off her attractive figure to best effect. What she doesn't do is admit to being a genie. If anyone asks, she will claim to be an illusionist, saying that Jeannie the Genie is her stage name.
Jeannie and Xukry will recognise one another and cooperate with one another if their paths should cross, but they have different aims and ambitions.
Jeannie's magical powers are non-standard:
Whenever Jeannie hears anyone expressing a wish, she can, if she chooses, grant that wish (or something approximating to it) by casting any wizard spell of any school of 7th level or below. The target of the spell must be either the person expressing the wish or some item in his possession. The target does not get a saving throw and does not suffer adverse side-effects (e.g. no system shock for polymorph other, no chance of arriving high or low for teleport). If the spell is an area effect spell, other people in the area get a saving throw if they want to avoid the effect. Durations, areas of effect, and so on, are calculated as if Jeannie were a 15th-level non-specialist magician.
Note that Jeannie cannot cancel her own magic without someone making another wish.
Jeannie is of chaotic good alignment, and likes to have fun. In principle, she should not grant any wishes which would cause physical harm to anyone, humans included. In practice, if humans are silly enough to make wishes which could have entertaining consequences, she will grant them, regardless of actual or potential harm.
In principle, Jeannie could grant her own wishes, but in djinni circles that is regarded as cheating, so she does not.
Jeannie's combat stats are irrelevant. If violence breaks out, she will vanish from the scene, possibly to reappear when it is over.
Jeannie's purpose in mixing with humans is to recruit an adventurer to seek her ring. She is fussy. She wants a human male of chaotic good alignment and who has a charisma of at least 16, and she will not settle for anything else.
The quest for Jeannie's ring is long and difficult. I may write it up in due course.
Should anyone find it, Jeannie's ring may not be quite what they were expecting. It is not a finger ring. It is an albert, a penis ring. To wear it, the owner (who must, for obvious reasons, be male) must get his penis pierced (the DM may choose to require a saving throw vs squeamishness at this point).
If the ring is worn properly, Jeannie will recognise the wearer as her Lord and Master. The game effects are minimal, but the wearer gets amazingly good sex with Jeannie.

Jeannie the Genie is included primarily as an adventure hook. Surely a male player character will go in search of Jeannie's ring?
Jeannie the Genie can also be used for light relief. Perhaps she overhears a player character making a wish.
