Here are some bare bones details about Vaatjan.
Vaatjan is a smallish coastal city at the mouth of what, on the map, looks like a natural harbour. It is not. The waters are treacherous and full of rocks. Although it is little more than a hundred miles as the crow flies from Vaatjan to the road between Atlantis and Omnatia, and less than that from Vaatjan to the sea route between Atlantis and Omnatia, Vaatjan is almost inaccessible except by air. There is no reason why anyone would want to go to Vaatjan, and no-one ever does.
Vaatjan has no navy and no army to speak of (Hapelle Keep has castle guards, who double as the city's police force). The waters of Vaatjan Bay are full of fish. The city feeds itself mostly by hanging fishing nets from the rocks in the bay. There is also some arable farming across the bay from the city.
Because of its isolation, the people of Vaatjan are inbred. Although human, they are blue. You do not see a lot of blue humans around, especially not on the world of Delta.
Vaatjan is ruled from Hapelle Keep, a castle at the top of a cliff face overlooking the sea. The nominal ruler is Akon d'Hapelle. Akon, in his seventies, is physically fit for someone of his age, but has lost the plot since his wife died, and is unable to rule. Instead, it is his only child, his daughter Akina, who rules.
The people of Vaatjan do not use iron. There are large quantities of meteoritic iron in the cliffs under Hapelle Keep (Hapelle means "Iron" in the local language) and elsewhere underground in the area. It is useless to the locals, as iron rusts very quickly in this locality because of the spray generated when the warm, wet water from the ocean hits the rocks of Vaatjan Bay. As soon as they bring iron to the surface it starts to rust.
There are also rust monsters living in underground caves in the area. It is quite common for Vaatjani peasants to capture a rust monster and keep it as a pet.
Vaatjani peasants often visit the underground caves (usually to collect some iron to feed to their pet rust monsters) and know them well. In times of danger, they will hide in the caves.
Most of the people of Vaatjan are religious, honouring a sky goddess, Azura, who is not known elsewhere. The city's priestess of Azura is one of the few people in the area to have reached fifth level (the others are peasant fighters).
Akina d'Hapelle is about forty years old, and still quite good looking. She has pale blue skin and dark blue hair.
Akina is still single. Nearly twenty years ago, she was one of Aurelius's girlfriends. They still see one another from time to time, and she hopes that in due course he will father an heir for her. In the mean time, she fends off her various local admirers.

Many years ago, when her father was in his prime, Akina went out to see the world. Following a path across the mountains, she came across the road between Karianton and Bradispan, part of the coaching route between Atlantis and Omnatia. It was while she was on her travels that she met Aurelius.
Akina did not think much of the wider world. In Atlantis, people assumed that because she was blue she must be a sirine. In Xenby, people assumed that because she was blue she must have been hit by a wild surge. In Omnatia, people assumed that because she was blue she must have come from Ansuz, a world where about a quarter of the population are blue. Everywhere she went, the working classes displayed a prejudice against coloured people.
Akina is a priestess of the Gods of Iron. She is fascinated by iron. She knows that you can do a lot more with it than just feed it to your pet rust monsters. You can use it for spell components (Hold Person is Akina's signature spell). It can tell you which direction is north. Away from the coast, people even make weapons and armour out of it.
Akina likes to think of herself as non-violent. She does not wear armour, and the only weapon she uses is a net. One must be sensible, though. There are times when violence is called for, and in such situations she has been known to use Lightning Bolts.
The people of Vaatjan are more than a little frightened of Akina. People from Vaatjan have left the city to go adventuring before, but Akina is the only one to have returned and resumed her life in the city. There are no other adventurers in the city higher than fifth level, and no other wizards higher than third level.
