Bianzie is a large city on the Main Continent of the world of Wregin.

(AD&D-Specific: ) Intelligent wizards (i.e. all of them) know that people teleporting sometimes arrive high or low. So most modern cities have a teleport tower. Usually, as here, they're run as a commercial enterprise. You rent a floor of the teleport tower for an hour or two around your intended time of arrival. The worst that can happen is that you arrive on the wrong floor and you're charged extra.
(Other systems: ) You'll have to invent some other reason why people teleporting choose to arrive at a central teleport tower rather than (for example) their own homes.
(AD&D-Specific: ) Bibijnylern Debezha used to be a dual-class druid-psionicist until, recently, she got interested in music. She is now a triple-class druid-psionicist-song mage. If your campaign has a maximum level druids can be, beyond which they can't switch to other character classes, that's the level Debezha reached. She's double that as a psionicist. But, since she is still low level as a song mage, she tries to use only her (very limited) song mage powers except in life-threatening emergencies (which this isn't). Now seems like a good opportunity to practise friends or charm person.
(AD&D-Specific: ) Debezha's stats include 18 charisma, 18 intelligence, 17 wisdom, 17 constitution, and rather a lot of hit points. Alignment neutral, of course.
Debezha's physical age is a lot less than her calendar age.
She is ready and willing to take on students, apprentices and/or lovers, as long as they're interested in music.
She also believes that there's a right place for everyone. If the character isn't interested in music, his right place isn't Bianzie, and she'll help him on his way to some more suitable destination.
Debezha occasionally accompanies parties visiting the standing stones at Vlydyga. She tries to ensure that her visits overlap those of Niearma, an attractive male NPC.
I haven't yet written up central Bianzie. Have the character arrested for something (running without a licence, perhaps) and slung into jail.
