The Iraqi government announced an amnesty on Sunday for all Iraqi prisoners as a thank-you to the nation for re-electing President Saddam Hussein.

 

A statement attributed to Saddam, read on national television by Information Minister Mohammed Saeed-al-Sahhafa wearing a military style uniform, said the "full and complete and final amnesty" applied to "anyone imprisoned or arrested for political or any other reason."

 

The announcement came as the Iraqi government attempted to rally domestic and international support in the face of US determination to topple it.

 

Those convicted of murder, the statement said, would only be released if the victims' families agreed and those convicted of theft would have to work out a way to repay their victims before being released. Soldiers accused of desertion and those awaiting execution of their death sentences were included.

 

"We are shifting the responsibility of reforming them to their families and society after we have provided them with this opportunity," the statement said. "We ask God that we will not regret this decision."

 

The amnesty was intended to thank the Iraqi people for their support of Saddam, who claimed a 100-per cent `yes' vote in a presidential referendum last week, the statement said.

 

"It's a unanimity that others are incapable of believing and it is the greatest truth of this age from this great, honest, warm people," the statement said.

The first releases came swiftly after the announcement

 

Iraqi television has been showing pictures of joyful prisoners leaving jail, shortly after the authorities announced an unprecedented general amnesty.

A nationally televised statement from the Revolution Command Council, read by Information Minister Mohammed Saeed al-Sahhaf, said the "full and complete and final amnesty" applied to "any Iraqi imprisoned or arrested for political or any other reason".

The amnesty was intended to thank the Iraqi people for their "unanimity" in last week's presidential referendum, the statement said.

 

Iraqi President Saddam Hussein won 100% support in the poll, in which he was the only candidate.

 

The amnesty also included "prisoners, detainees and fugitives... including those under sentence of death, inside or outside Iraq," the statement said.

 

The exception, the statement said, was for murderers, who would be released only with the consent of the victims' families.

 

Joyful scenes

 

Soon after the statement, Iraqi television began showed footage of dozens of prisoners rushing out of various prison gates chanting support for Saddam Hussein.

There is no way of verifying how many prisoners have been released..

 

Human rights groups accuse Iraq of detaining tens of thousands of its citizens as political prisoners over the years, although many are thought to have been executed.

 

In April, the UN Human Rights Commission condemned Iraq for conducting a campaign of "all pervasive repression and widespread terror".

 

It demanded that Baghdad should immediately put an end to its "summary and arbitrary executions... the use of rape as a political tool and all enforced and involuntary disappearances".

 

Regime change

 

Analysts see the amnesty and referendum as a concerted effort by the Iraqi Government to rally domestic and international opposition to US demands for a change of regime in Baghdad.

The media has been rallying support for Saddam

 

In his UN speech on Iraq last month, US President George W Bush demanded that the leadership end internal oppression in Iraq, as well as stop its alleged programme to develop weapons of mass destruction.

 

Also this week, Iraq has taken steps to return Kuwait's national archive which was looted by Iraqi forces during the 1990-91 Iraqi occupation of Kuwait.

 

The first box of documents was handed over in the demilitarised border zone along the Iraqi-Kuwaiti frontier under UN supervision on Sunday.

 

There is no indications whether any of the 600 Kuwaitis - missing since 1991 and alleged by Kuwait to be still being held in Iraq as prisoners of war - are among those released on Sunday.

 

Iraq says it has lost track of those prisoners.

Mexican officials promoting prison factories to U.S. companies looking to cut costs

CIUDAD VICTORIA, Mexico Prison officials in northern Mexico say their inmates are manufacturing furniture bound for Texas — despite U.S. laws that ban the importation of goods made with prison labor.

 

And they’d like to contract with more American companies to produce all kinds of goods. One official said prison shops would even label their products to hide their origin.

 

Prison officials in Mexico’s northern states are pointing to inmate workshops as a way to stem the loss of business as foreign-owned assembly plants abandon the border zone in search of cheaper labor in Asia. Convicts already do work for Mexican companies.

 

But prison labor is strongly criticized around the globe on the grounds it undercuts unions, steals jobs from law-abiding workers and poses risks of human rights abuses. Many countries, like the United States, bar imports of products made by prisoners.

 

The prison director for Tamaulipas state, Manuel del Riego, said Clint Hough of Austin, Texas, is the first foreign businessman to accept the state’s offer of its inmates’ services. Del Riego said Hough has been buying furniture made by prisoners for more than a year.

 

Inmates at the Ciudad Victoria prison said Hough ordered chairs for a Texas restaurant chain as well as dining room furniture.

 

Hough, interviewed at the prison, would not confirm that he takes the furniture across the border. ‘‘That I would really rather not discuss because I’m afraid U.S. Customs would ruin it,’’ he said.

 

Wiping sweat from his brow with a towel, Hough later denied ordering furniture from the prison at all, and said he merely teaches prisoners design and finishing techniques.

 

‘‘You don’t want to cause problems for people because the U.S. Customs can be narrow-minded in its views,’’ said Hough, 49. ‘‘So it’s really important that this not be reported.’’

 

Del Riego said 150 foreign companies, including many in the United States, had expressed interest in setting up production lines at the 11 prisons in Tamaulipas.

 

‘‘Companies will save tons of money,’’ he said.

 

On average, Mexican inmates earn the minimum wage of 45 pesos a day ($4.50), half what free workers along the border make. Companies hiring prison labor also save on health insurance, retirement and other benefits.

 

Inmates in neighboring Nuevo Leon state now work solely for Mexican companies making such things as T-shirts and charcoal, ‘‘but we’re open to foreign companies and would be happy to have one,’’ said Ediberto Gutierrez, a prison administrator.

 

Baja California officials say they are in talks with the Tijuana trade association that represents foreign-owned assembly-for-export plants, known as maquiladoras or maquilas for short.

 

The border states have plunged into recession with the exodus of maquilas, which had fueled an economic boom in the region since the government in the 1960s allowed mostly U.S.-owned companies to take advantage of Mexico’s cheap labor.

 

‘‘I guess people are going to have to commit a crime to get a job, because there are hardly any jobs left in Mexico,’’ said Raul Lescas, a researcher at Mexico’s Labor University in Mexico City.

 

Rolando Gonzalez, president of Mexico’s maquila association, said his group turned down the offer of prison workers because the group’s businesses must follow ‘‘fair trade practices.’’

 

Del Riego, however, said there’s no need for companies to worry.

 

‘‘Our products don’t say they are made in prison. They put a fancy tag on them and say they are made in a faraway country,’’ he said.

 

While Mexico permits prisons to produce for companies, U.S. law bars the importation of convict-made goods ‘‘no matter what the circumstances,’’ said Paula Keicer of the U.S. Customs Service in Washington.

 

Keicer said officials were not aware of prison-made furniture being imported across the Texas border. She said records of imports are confidential and could not discuss whether Hough was bringing furniture into Texas.

 

Inmates at the Ciudad Victoria prison said Hough hired them to make 60 straight-back, hardwood chairs for a Corpus Christi, Texas, barbecue chain and three dining room sets.

 

Covered in sawdust, Serafin Hernandez Jr., a convicted drug smuggler who oversees the operation, said Hough promised up to $1,000 for that order, to be split among the 10 prisoners who built the furniture.

 

‘‘He calls me each week and asks how things are going or tells me, ’I need two more chairs, a bedroom set,’ and we get everything ready for when his trailer comes,’’ said Hernandez, 32.

 

About a dozen prisoners wielded buzz saws, hammers and power drills in a yard surrounded by towering rock walls topped with razor wire. Heavily armed guards watched from a tower as the burly men transformed mesquite and pine into rocking chairs, dining room tables and benches.

 

Ovidio Silva, 38, who was convicted of killing a man while running drugs, said he earns $20 a week, most of which he sends to his family.

 

‘‘This really changed me,’’ said Silva, whose biceps are covered with tattoos of bikini-clad women. ‘‘People tell me I even walk differently now — like an educated man.’’

 

Silva said he wants to open a furniture business when he finishes his 11-year sentence this month.

 

‘‘I’m never coming back here again,’’ he said. ‘‘Actually, I will be back — but this time it’ll be to shop.’’
