Education 

ü   B.Eng. 5-year degree in electronic engineering from the Kiev Aviation Engineering Academy, Ukraine.

ü   Ph.D. in Signal Processing and Statistical Modelling and Simulation from the aerospace R&D Institute. Canadian equivalency confirmed by the University of Toronto Comparative Educational Services.

Professional Certifications

ü     Project Management Professional (PMP) certified by Project Management Institute (PMI).

ü     Certified Modeling and Simulation Professional. M&SPCC NTSA/NDIA.

Experience

ü     Dr. Botchkarev is an information and knowledge management professional, consultant and researcher. He has over 30 years of experience in project management, systems analysis, modelling and simulation, business processes analysis, information systems solutions, requirements analysis and scientific research.

ü      He leads projects for the design, development, implementation and ongoing maintenance of knowledge transfer standards, models, processes and tools on the enterprise content management system to ensure timely and effective access and exchange of quality and authoritative health care information within a web-based collaborative working environment between the Ministry of Health and Long-Term Care, the Local Health Integration Networks (LHINs) and with external partners/stakeholders to support evidence-based decision making and effective business planning/management.

ü     He has comprehensive knowledge of the Ontario government project management policies, processes and approaches in program planning and performance reporting. Knowledge of Ontario Public Service standards. He has hands-on experience developing business cases, project charters, schedules and plans according to the government methodology. Monitoring and reporting status and performance.

      His recent consultant assignments were in the areas of:    

           - Business process re-engineering and enterprise transformation with the Alcohol

             and Gaming Commission of Ontario;

           - Business modelling with the Ontario Ministry of Health and Long-Term Care;

           - Large systems transformations with the Independent Electricity System Operator

             (part of the former Ontario Hydro).

ü     Experienced, goal-oriented research and technology consultant with strong leadership abilities, solid administrative skills, and proven results in:

        Identifying research opportunities, planning and conducting research and experimental development.

        Developing system/product requirements.

        Capturing and analyzing customer requirements.

        Project management on projects that are cross-functional in nature, multi-disciplinary and resource intensive.

        Establishing new contacts and building long-term relationships.

ü      Multiple year experience and strong knowledge of research and development in a variety of industries including Aerospace, Avionics, Information Technologies, Computers, Telecommunications, Electronics, Control Systems, Advanced Materials.

 ü     Solid background in the quantitative and qualitative research methodologies, and simulation modelling of complex processes and systems. Strong analytical and research skills.

ü      Extensive publications record. Authored and co-authored more than 60 original research and review publications including chapters in three books dedicated to the new trends and emerging technologies in aerospace, signal processing, artificial intelligence, communications, and avionics.

ü      Practical and applied knowledge of systems engineering processes, and current professional contacts in a variety of industries in Ontario: metalworking, pulp and paper, electric motors, hydro, computers, electronics/semiconductors, diamond, glass, casting, chemical, pharmaceutical, mining, oil, gas, marine, glass, steel, education, etc.

ü      Strong program management and product development skills. Knowledge of industry accepted project management methodologies and standards.

ü   Hands-on experience in planning, monitoring, and reporting project finances in the manufacturing and R&D environment. Experience in project procurement management. Financial statements analysis.

ü      Formal education and 7 years of professional experience in the field of intellectual property. Developed key skills and detailed knowledge of various types of intellectual property, their creation, maintenance and commercial-relevance. Conducted prior art and other legal searches.

ü      5 years in the adult education and training industry in Toronto.

ü      Experience working for large / multi-national R&D-oriented ISO-certified companies:
