1. Investments in controlling air pollution
The government invests large amount of money to solve the air pollution problem.
$1.4 billion to help owners switch from diesel to cleaner LPG engines.
$720 million in one-off grants was set aside to help diesel taxi owners switch to LPG.
$50 million was allocated to subsidise the fitting of particulate traps on small, older vehicles.
Money provided to help diesel light bus owners switch to cleaner alternatives and to help medium and heavy diesels to fit catalysts to control their emissions.
A duty concession worth $608 million a year has also been provided for ultra low sulphur diesel fuel, which was introduced in 2000.

2. Reduce reliance on diesel fuel
Diesel taxi owners were encouraged to switch to LPG.
New taxis run on LPG, LPG light buses and electric light buses.
Programme to spot smoky vehicles and require owners to bring vehicles in for testing.
Measures to prevent lower standard diesel fuel coming into Hong Kong from the Mainland of China. This could include boundary checks on fuel tank contents for vehicles leasing or entering Hong Kong.
Encourage the use of ultra-low sulphur diesel (ULSD), by all diesel vehicles through a competitive pump price

3. Smoky Vehicles
A long-standing programme to spot smoky vehicles.
Sanctions against repeat offenders for smoky vehicles.
The police and EPD's Local Control Offices work together to step up enforcement against smoky vehicles.
Introduce Euro III standard for new vehicles when it is implemented by the European Union.

4. Pedestrainisation
Pedestrianised streets in Mongkok and Causeway Bay introduced by the EPD and the Transport Department.
Central, Tsim Sha Tsui and other areas will be discussed.

5. Find alternatives
An extensive railway development programme provides an accessible alternative to road vehicles.
Both Mass Transit Railway and Kowloon-Canton Railway will have an extension of their railway network. Including Tseung Kwan O Line and the West Railway.

Cooperation with Guangdong, such as discussing a plan of action and the harmonisation of fuel standards.
A eight-year plan will be developed jointly by the Hong Kong and the Guangdong government. This plan aims to reduce the total amount of emitted pollutants in order to solve the problem of smog and air pollution.

On the side of individual:
1.Make maximum use of mass public transport.
2.Maintain private car engine.
3.Switch off engine while waiting.
4.Use non-aerosol consumer products to helps reduce the formation of ozone.
5.Use clean technology in order to reduce the emissions of nitrogen oxides, particulates and volatile organic compounds.
6.Use water-based paints in printing or lithographic processes to reduces the emissions of volatile organic compound.
7.Use low solvent degreasers in the cleaning of oils, grease, or wax from metal during metal finishing process.
