FLASH (08/02/2006) :1) Regular Promotion to SDE(Telecom) DPC is under Process :JTOs to SDEs Regular promotion for which eligibility list was circulated, finding difficulty in operation because DoT has taken a view that the vacancies about 1800 of the year 2000-2001 has already been utilised by DoT (The same has also been utilised by BSNL in 1994 DPC has caused overlapping) consequent to the earlier court decision regarding reversion of 1966 SDEs. BSNL has asked the clarification from DoT regarding year wise vacancy position. we met concerned officers in DoT to expedite the reply to BSNL immediately. 2)It is learnt that BSNL board has approved for the balance payment of 25% of bonus. orders are expected to be released shortly.3)The meetings with Sr. DDG (BW), Sr. DDG (Electrical) & Sr. DDG (Architecture) BSNl New Delhi are postponed till Monday.

GS & AFS met with Sr. DDG (Electrical/Civil) & discussed regarding issue of regular promotion orders from JTO (Electrical) to SDE (Electrical) (06.02.2006) :Sr. DDG informed that DPC work for regular promotion from JTO(Electrical) to SDE(Electrical) is under process. Only the ACRs of some JTOs are yet to be received from West Bengal Telecom Circle. As soon as the ACRs are received, DPC work will be completed & promotion orders may be issued by the end of Feb' 2006. Sr. DDG (Electrical/Civil) was also requested that on regular promotion SDEs should be posted at the same station where the vacancies are available or near by stations/Circles. Again we are going to discuss other issues with Sr. DDG (Electrical/Civil)  on 08.02.2006 (Wednesday) .

GS, President and AGS Com. R.D. Arora had informal meeting with CMD, BSNL & discussed (03.02.2006) :(a)    Grant of various perks to BSNL Executives: - We requested for grant of perks to BSNL executives, CMD called for the status report of the issue and assured that as soon as the Promotion policy for BSNL executives is implemented the decision on the perks will also be taken.CLICK HERE FOR THE LETTER (b)   Implementation of Promotion Policy: - CMD informed that the matter is under consideration to the Committee constituted by Secretary DoT. Recommendations of the committee are expected by next week.(c)    Absorption of Group ‘A’ officers: - CMD informed that the negotiation on the issue raised by ITSA are under process in DoT.(d)   Filling-up of the vacant Group ‘A’ post by promoting Group ‘B’ officer on Adhoc basis: - CMD assured that as soon as the clearance is received from DoT action will be taken.(e)    Allotment of Government Accommodation for the office use of Association as available to other registered Unions: - CMD assured to look into.

GS, President had informal meeting with Director (Finance) BSNL & discussed (03/02/2006): (a)    Issue of modified order of AAOs IDA pay scale: - Director (Finance) advised further to submit the association suggestions/views in the matter.(b)   Grant of Perks to the Executives in BSNL :- Director(Finance) assured an early action etc.

Implementation of All revised/upgraded IDA pay scales w.e.f. 1.10.2000 for the cadres i.e. JTOs/SDEs in Civil/Electrical/Architecture/Telecom Factory/Personal Assistant/Private Secretaries in CSSS/Field Units, Assistants/Section Offiers,JAOs/AAOs etc (03/02/2006):-  It is learnt that the committee constituted on the issue has finalized its report & the decision is expected soon. The report of the Committee seems to be positive. action etc.

TELEWAVE  JOURNAL (01/02/2006) :-- Application for the issue of Registration certificate to publish "TELEWAVE"  submitted to the Registrar of News Papers, Govt. of India, today. They have told that RNI certificate will be issued  after declaration before DC police. He assured us that certificate will be issued as early as possible. After getting this certificate, we may apply to postal authority for postal concession. By all means ,We will try to publish and dispatch “TELEWAVE “ journal within this month end.

FLASH (01.02.2006) :- 1) GS, President & AFS met Shri R N Prabhakar, Member (P) Telecom Commission New Delhi & greeted him by presenting a bouquet on the eve of his superannuation on 31.01.2006. By taking this opportunity we requested him to consider all the suggestions given by the Association earlier for improvement   in the promotion policy. He informed that the members of the committee are working for its early finalisation by addressing on all the suggestions made by the association. 2) They have also met  Shri  Y. S. Bhave, Addl Secy (T) DoT & requested him to expedite the submission of the Promotion Policy considering all the suggestions made by the association.  He assured that the suggestions for improvement in the Promotion Policy made by the Association are being considered. We are expecting that the committee will be submitting the recommendation on the Promotion Policy by next week.They have requested him to allow BSNL to issue adhoc promotion orders from Group ‘B’ to Group ‘A’ posts in BSNL. He assured that necessary instructions will be given to BSNL for adhoc promotion from Group ‘B’ to Group ‘A’ posts. They have also requested for early completion of Group ‘A’ absorption process in BSNL. He assured that efforts are being made for early completion etc.

Veteran Leader Com. S. Basu Ex. General Secretary retired today on superannuation (31.01.2006):- GS, President, FS, CHQ office bearers & Circle Secretaries available at New Delhi greeted Com. S. Basu by presenting bouquet  & garlands on his superannuation  & also gave him best wishes for his happy & prosperous retired life.The farewell party arranged on superannuation of Com. S. Basu EX. GS by the comrades of corporate office & Delhi Circle branches was attended  Com. GS, President & CHQ office bearers available  at New Delhi, Com. O.P. Gupta Secretary General, NFTE & Com. G.L. Jogi GS SNEA(I) also participated. Everybody appreciated the services rendered by Com. S. Basu for the betterment of the Group ‘B’ officers & the officers promoted there from.   They also extended their best wishes for his happy, healthy & prosperous retired life. Com. S. Basu was requested to make available his advice as & when needed for the betterment of the cadres.

DELAY IN PUBLICATION OF JOURNAL (31.01.2006) :- We are unable to release January 2006 issue of TELESERVICE as GS TESA (I) CHQ New Delhi Com . S. Basu has advised not to use TELESERVICE further, even though it is being used as house journal of AIBSNLEA for the last one & half years. However, we are trying to complete the formalities i.e. registration with RNI, getting permission form the postal authorities for dispatch of TELEWAVE as house journal of AIBSNLEA. After completion of the above formalities the TELEWAVE will be printed & dispatched as early as possible. Meanwhile the latest information is  being put on AIBSNLEA website. FLASH (30/01/2006) :- Stay availed by one ADET from Hon'ble High Court Bench Jaipur against local officiating promotion of eligible TES Group 'B' officer against vacant STS of ITS Group 'A' posts in Rajasthan Telecom Circle got vacated on 30/01/2006. Our Association through one of our comrade got impeded.

GS APPLIED FOR TRANSFER TO CORPORATE OFFICE, NEW DELHI (30/01/2006) :-  GS has applied through proper channel his transfer from Rajasthan Telecom Circle to BSNL Corporate Office, New Delhi. Case is under process.

CS,ASSAM CIRCLE REPORTS ON GS VISIT TO GUWAHATI ON 27/01/2006:- The members of Guwahati branch,Assam circle have been highly impressed on GS's spirited and lively speech and interaction on 27.01.2006.His speech also has been by and large appreciated by the attended delegates of BSNLEU in their seminar and open session. OPEN SESSION OF THIRD ALL INDIA CONFERENACE OF BSNLEU AT GUWAHATI ON 27/01/2006 :- GS addressed the Open Session gathering in the presence of Dr.J S Sarma,Chairman,Telecom Commission & Secretary DOT,Shri A K Sinha,CMD, BSNL, Shri S D Saxena,Dir(F),Shri Niranjan Singh Dir(HRD),Shri R L Dube, Dir(P) and other Senior officers of BSNL..He requested the Chiraman,TC for immediate implementation of assured promotion policy for Executives of BSNL before 31-01-2006 as assured by Member (Services) Telecom Commission Shri A.K. Saxena & Director (HRD) BSNL Shri Niranjan Singh on 10th Jan 2006 on the eve of Open Session of First All India Conference of AIBSNLEA at Hyderabad i.e the promotion policy  of non post based time bound promotion from one IDA pay scale to other IDA pay scale with change in designation & higher responsibility should be released as assured before absorption. First time bound promotion should be available after four years only .No parallel lateral induction should be allowed up to SGJAG level. One time placement  in the Sr SDE scale for SDEs Telecom should be allowed at the time of implementation of promotion policy. Implementation of all revised/upgraded IDA Pay scales w.e.f 1.10.2000.Recruitment of Management Trainees may be done at the level of JTOs/JAOs  only .GS also requested to decide  the non-taxable perks for the Executives of BSNL w.e.f 1.1.2005 as already decided for non-Executives.

GB MEETING OF AIBSNLEA ,GUWAHATI BRANCH HELD AT 1400 hrs. of 27/01/2006:-GS ,Com Monobrata Biswas CS,Assam Circle and Com Dixit ,GUWAHATI Dist. Branch Secretary addressed the gathering  of around 200 members of AIBSNLEA.GS apprised in details about the status of the issues concerning to all Executives of BSNL and discussion held recently with dignitaries of BSNL/DOT.GS replied the queries raised by the members.

MEETING WITH Shri. R N PRABHAKAR, ADVISER(P), DOT :- Com.President, GS and other CHQ office bearers available at New Delhi had courtesy call meeting  on 24/01/2006 with Dr. R N Prabhakar, Adviser (P) Telecom Commission, New Delhi   who is also  the member of the Committee constituted by Chairman Telecom Commission to finalise the promotion policy, held detailed discussion regarding  1) Release of promotion policy :-Requested him to finalize the report before 31^st Jan. 2006.  as declared by Member (Services) Telecom Commission Shri A.K. Saxena & Director (HRD) BSNL Shri Niranjan Singh on 10^th Jan 2006 on the eve of Open Session of First All India Conference of AIBSNLEA at Hyderabad  . He informed that the Committee members are expected to meet on 27^th Jan. 2006 to discuss & finalize the promotion policy. 2) Weightage for past services rendered in DOT/DTS/DTO for promotion :- Weightage for past services rendered in DOT/DTS/DTO has to be given to the absorbed executives for the promotion in BSNL.Otherwise ,seniors with long years of service  will be equated with the late entrants giving rise to serious heart burn 3) One time placement of SDEs Telecom in the Sr.SDE  grade  w.e.f 1.10.2000:-In this regard ,Advisor(P) informed that he has already gone through the minutes of the meeting held by Member (Service), DOT and TESA(I) on 25/07/2001& other information relating to this issue in addition to some more data is required to give the benefit to SDEs those who have  served in DOT/DTS/DTO prior to 1/10/2000 and their CDA pay scale as on 1/10/2000 etc. We have assured him to provide data immediately. 4) No recruitment of Management Trainees at STS level:-The recruitment of Management Trainees may be done at the level of JTOs/JAOs as being done at MTNL. 5) 1^st Upgradation of IDA Scale to the next higher scale should be considered on completion of 4 years of service only. 6) Grant of designations and duties/responsibilities associated with the respective grades :- On each upgradation to the next higher grade ,the designation & duties/responsibilities  associated with the grade should also be allowed . 7) Attendant condition for the promotion :- Whatever may be the marks in the Confidential Reports decided to be taken as the cut off marks for the promotion ,the droppings must be below  4%.
