This decade is characterized by two types of uniform sizes of stamps: 17.5mm x 25.0mm and 30.0mm x 40.0mm. The smaller size was used for the Philippine Flower Series and Birth Centenary of Great Filipinos. The other size was used for all other issues. Most issues also bore the printing year as a footnote on the bottom gutter.

The Philippine Flower Series came in three batches. The first set came in March 30, 1991 in a number of denominations. The second set was issued on May 14, 1991. The third issues which came out on December 1, 1991 were revalued sets of the first two batches.

Another series in observance of the 50th American USAFFE Induction were issued on December 8, 1991. It featured the insignias of the Defenders of Bataan and Corregidor.

The Birth Centennial of Great Filipinos came out on June 3, 1991 (1.00p white and multicolored) and on June 1, 1992 (2p white and multicolored).

The national symbols were depicted in National Symbols from 1993 to 1997.

The Philatelic Week celebration for each year was commemorated with photogravure of art works from the likes of A. Magsaysay-Ho, V. Edades, and F. Amorsolo on November 16, 1990 (light orange and multicolored). The following year, it featured the art of Carlos Botong Francisco, Mauro Malang Santos and Vicente Manansala issued on November 20, 1991 (light green and multicolored).

The best issues probably came during the 1998 Centennial Celebrations, particularly for the month of June. A six-part issue of the National Anthem juxtaposed with the historical events of 1898 is the most ambitious stamp series ever issued in the entire Philippine philatelic history! It highlighted certain historical events leading to the declaration of Philippine independence from Spanish Rule.

In the year 1999, the independence centennial have spilled over. By 2000, the millennium fever dominated the issues.
