The first conference had taken place in 1998, and as a
result it had been developed and approved the Integrated Program on the
Liquidation of Slow Flooding Consequences in the Areas of the Cities and

| 3. Purpose |
| ..a goal
of the Second Conference it is assistance in promotion of an effective policy
and a strategy for solving the slow flooding problem in the National scale,
as a challenge for whole environment <Top> |

| We are welcome
to take the Conference Presidium Chairs and to participate in the conference
meetings and exhibition for the head persons and representatives of agencies,
companies, professional and scientific associations, foundations, NGOs,
regional and municipal authorities and services, Universities, scientific
and innovation centers, research & design institutions, .., and independent
researchers, lawyers, public mans, and observers
from anywhere - domestic,
and foreign, and international. <Top> |

|
There will two plenary sessions (opening ceremony and concluding meeting) and four concurrent sections during the conference. The following subjects for the sections meetings have been planned:

| 7. Venue |
| The Conference
will be held at the Kharkiv State Academy of Municipal Engineering campus
and at the "UkrWodGeo" Institute building. Both the Academy and
the Institute are situated in the heart of the Kharkiv City downtown, amid
various museums, parks, historic places, and remarkable buildings of the
Ukrainian Churches. Kharkiv's wide ranges of theatres, art galleries, cafes,
restaurants and shops are also within easy reach. The weather in late October
is not stable in the site, it could be rainy or frosty down to - 10°C
(14°F)., and an average temperature of about 0°C (32°F). <Top>

| 8. Travel and Accommodations |
| There are
good links to the Kharkiv from Borispol International Airport in Kyiv. Kharkiv
Airport takes out limited number of Austrian Airlines international flights.
The conference site commutes well with major railways and motorways. Delegates
will be expected to make their own travel arrangements, and further information
on travel to Kharkiv will be provided to all registrants. Superior quality
accommodations are available in the various stars hotels in downtown Kharkiv.
Reduced cost lodging will be provided in the hostel. The conference organizing
committee will support the hotels/hostel reservations since September. <Top> |
| 9. Fees |
| The conference
fees for international guests will be in order of $300 (or equal in Euro)
including access to all sessions, one print of volumes materials, minor
souvenirs, cafe brakes, and the conference banquet and dinners. Registration
for (postgraduate-) students will be offered at a reduced fee. Accommodation
will be charged for separately. Appropriate payment methods are check (sent
until 10/2003) and money transfer. Payment details will be given in the
Second Circular (August, 2003). Credit cards will be acceptable in the site.

| 10. Social Program |
| The social
program will include a Conference Banquet, a tour around the city historical
places, and offer of the various entertainment events. A package of activities
will also be organized for accompanying persons. Further details will be
published in the Second Circular. <Top> |
| 11. Technical Scope |
|
There are two types of discussion during the sections:

| 12. Students Conference |
| The students
conference will take place at the first day. Best students reports will
be recommended for second day sections, and the authors will be awarded.

| 13. Exhibition and Presentations of the Companies |
| 3-day technical
exhibition on the Conference themes will be held during the conference.
Presentations by the companies will be included to the conference program.
The advertising and trade marks of the sponsors will be placed on the panels,
posters and banners, and included to the printed materials. Ask organizers

| 14. Working Languages |
|
Working languages
of the Conference will be Ukrainian,
Russian and English. Special
volume in English will be published, and synchronous interpretation service
(into English only) will be provided for international guests.

| 15. Call for Abstracts and Papers |
| The volumes
of abstracts and of full size papers will be published until the conference
started. The abstracts of not more 1000 words (up to 3 printed pages) in Ukrainian, Russian, or English should be sent to one of the Organizing Committee addresses indicated below by E-mail, or recorded to floppy disk, or printed sharply enough for scanning. It is strongly required the following information about author(s): family name and initials (if speaker then full name in the format: family name, given name, middle name or patronymic); position; institution or company; mailing address (street address, ZIP, country name), e-mail address, report type (oral or poster presentation), and the section subject (one of mentioned above). The same requirements are in force for the student conference participants. The papers volume of about 300 pages will contain selected papers concerned the conference key topics. The papers of not more 15 printed pages should be prepared following the authors' guides of the scientific journals. Electronic copies of the papers in Word format are required. For Ukrainian authors of papers it is required to represent abstracts in Russian and English, and desirable to provide 'expertny vysnovok' and references. International authors should submit abstracts for papers in Russian or English. Electronic registration and abstracts submission is available at this web cite. The papers which fit the problem in the best way will be published (condensed versions) in the special periodical issues of the 'Environmental Bulletin' (color pictures are available) and the 'Environment Ecology and Safe Vital Activity'.
