The following Widow's Application for Confederate Pension is transcribed from the documents received from the Archives in Baton Rouge. All documents are shown in their entirety.

The spelling is left as it appears and no attempt has been made to correct any terms.

The application also shows the bureaucracy and resultant "paper work jam" that seems to be evident in dealing with government agencies. This is particularly apparent upon the death of Ellen Hebert Laughlin. Any comments, suggestions, corrections, etc. are more than welcomed.

ON THIS, the 5 day of May 19 31 , personally appeared before me, Meade Lyons Barousse , Notary Public, within and for said Parish and State, Mrs. Ellen Laughlin Hebert , who, being by me first duly sworn according to law, declares she is the widow of Paul Hebert , who entered the service of the Confederate States during the Civil War under the name of Paul Hebert , and that she claims the aid and benefit of Article 18 of the Constitution of 1921, and subsequent Acts of the Legislature of the State thereunder, as is further shown by her answers to the following questions, which she swears to be true and correct:

     The records show that Paul Hebert, private, Company A, 28th (Thomas') Regiment Louisiana Infantry, Confederate States Army, enlisted April 6, 1862, at Opelousas.

     Muster roll for October 31, 1862, to February 28, 1863, last roll on file, show him present.

     Union Prisoner of War records show that he was captured July 4, 1863, at Vicksburg, Mississippi, and paroled July 7, 1863, at same place.

     He was surrendered May 26, 1865, by Gen. E. K. Smith, Confederate States Army, and paroled July 17, 1865, at Washington, Louisiaan.

     His residence is shown as St. Landry Parish, Louisiana.

Dear Mr. Hebert,

      Your letter of February 11 regarding the death of your mother, Mrs. Ellen L. Hebert, Confederate Pensioner #13829, has been referred to us by the Department of Finance. We are indeed in sympathy with you in the losss of your mother.

      Since Mrs. Hebert passed away on January 7, 1948, her heirs are entitled to receive partial payment from her January check. This unpaid balance is payable to the adminstrator of the estate if one has been appointed, or to the person named by the heirs to receive the amount due. A certificate of death must be submitted in order to establish the date through which payment may be made. If January 7 was the correct date of death, the heirs are entitled to receive $13.55.

      In order that the heirs might receive the amount due it will be necessary for each heir to complete the necessary affidavits. Please send us a list of names, addresses, and relatinship of each of Mrs. Hebert's heirs. As soon as we receive this information we will send you the necessary affidavits to be completed.

      Since we did not receive your letter in time to withhold the February check from payment, it will be necessary that you return your mother's February check.
