Riverdale Retail Plan Receives OKBY KELLY BINGHAM Standard-Examiner correspondentRIVERDALE – The City Council gave its unanimous approval of final plans for a new major retail development, at 550 W. Riverdale Road. The 17-acre property was rezoned from commercial and manufacturing to a retail/commercial park overlay zone – paving the way for a major retail center. The 202,000-square-foot shopping complex will be located in the vacant area south of Lowe’s Home Improvement. It will feature JC Penney and include about 11 retail stores and restaurants. Brad J. Galvez, project developer for The Boyer Company, has displayed power-board renderings to the development plan, including the plans for parking, landscaping and development elevations. While favoring the overall development, Councilmen Stacey Hawes and Doug Peterson expressed concerns about how the new JC Penney complex would impact traffic on Riverdale Road, 550 West and Pacific Avenue. “Currently, at peak times, there are approximately 4,700 travelers along Riverdale Road,” Hawes said. “It’s estimated we’ll see about a 10 percent increase with this development.” Hawes also expressed concern with the length of the “Right in, right out” entrances and exits at the shopping centers. “The traffic study was completed a year ago that looked at current traffic and made projections,” Galvez said. “Everything had been taken into account.” The Boyer Group, which represents the development, has been coordinating with UDOT to ease traffic congestion along Riverdale Road. Plans include creating a roundabout intersection at 550 West and Pacific Avenue and widening Riverdale Road. Widening Riverdale Road is being done by UDOT, Galvez said. He added his company is planning entrances and exits based on UDOTS’s plans, and they should have the needed information by mid-January. After voicing all their concerns, the council unanimously approved the final site plans and adopted the developer’s agreement between Riverdale City and Boyer. At a recent meeting, the planning Commission also approved a preliminary site plan for the Les Schwab/Ken Garff development. The new complexes will require demolition of existing structures, including the current Les Schwab building. Matthew Idema, senior project manager for CLC Associates, spoke on behalf of Les Schwab and Ken Garff. He, too, addressed concerns about easements, safety hazards and landscaping. Commissioner Kay Tanner had issues with the landscaping description of natural grasses. “We want specific seed named,” she said. “Weeds are natural grasses, and that’s not what we want.” Preliminary site plan approval is contingent on the plans meeting the commission’s concerns. |
