A paradoxal situation!. By understanding origin and nature of groundwater and main ideas contribution to groundwater management, amongst other are to acknowledge basic human right to have 50 litres per capita per day, integrated management groundwater and surface water, conjunctive use surface water and groundwater, providing public wells and taps, to set up investments for new industries which are consume high volume of grounwater and potential for polluting the environment in negative list, to close critical groundwater basins for a new groundwater abstraction, it is expected that regional authonom groundwater management officers may ensure the availability of water supply for urban and rural poor people, with reliable quality of water and affordable to their daily incomes. In case the degradation of both quantity and quality of groundwater has been occurred, then all revenues which have been gained from groundwater uses, mainly from industrial sector, is not comparable to the budget may be required for its restoration efforts. Such restoration efforts never brought groundwater back to its initial state.
