I. PURPOSES AND OBJECTIVES

The philosophy and objectives of Saint Paul University emphasizes the total formation of the person with emphasis on the preferential option for the poor and the deprived. The philosophy and objectives orient the Paulinian in his/her development to become "other oriented". Embodied in the mission statement, the philosophy and objectives of Paulinian education gives direction to all programs and activities of the University.

II.UNIVERSITY/COLLEGE COMMUNITY INVOLVEMENT

The University's community extension function has been institutionalized through the Community Development Center (CDC) which plans, implements, coordinates and monitors all community development work. The Community Development Center is well-organized and fully staffed. It includes an integrated socio-economic schedule of projects in which the College of Information Technology is involved.

III. FACULTY

The updating of a comprehensive faculty manual has evidently contributed to faculty stability. Policies and procedures for ranking, promotion,termination and dismissal are defined in the said manual.

The university supports to the faculty members by offering/sending them to seminars and updates. The College of Information Technology Faculty generally possess the necessary qualifications and experience for their teaching. There is evidence of professional perfomance as reflected in their earned masteral units and degrees. The establishment of graduate program for Master of Science in Information Technology(MSIT) and Master in Computer Science(MSC) gave the faculty of Information Technology the chance to take up programs in their field of specialization. Some faculty members are invited as speakers in seminars and symposia.

  • The parcipation of the Sytems Development Research Group of the College of Information Technology in the National Search for Product Excellence in Information Technology conducted by the Department of Science and Technology(DOST) through its project entry, Financial Management Software(FMS) Version 1.0

  • The pioneering of the university in the offering of the Master of Science in Information Technology(MSIT) and Master of Computer Science(MSC) programs in the region which gives an opportunity for the Information Technology faculty members to finish their masteral study at affordable cost.

  • The wholesome relationship the faculty maintains with the adminstration, and with fellow employees.

  • The full administrative support the administration gives to the employees in terms of scholarship grants, thesis/dissertation grants, and tuition fee discounts in the graduate school.

IV. INSTRUCTION

The curriculum of studies for the College of Information Technology provides for logical sequencing of courses to meet more than the requirements of the Commision of Higher Education, ensuring adequate liberal and professional training. To ensure curricular relevance and functionality, there is continuing feformulation and re-evaluation of curricular contents taking into account the latest developments and techniques in all aspects of Information Technology, students needs, recommendations from alumni and the community. The ladderized curriculum in each program has been developed and implemented. Curriculum Instructional Guides are reviewed after each semester to ensure the acquisition of basic competencies for the practice of the profession. The Curriculum Instructional Guide indicates the cognitive and affective levels of the behavioral skills being developed and the expected level of competency among learners.

  • The creation of a Systems Development Research Group in the College of Information Technology which serves the University as developers of the systems for instruction and for a computer-based University Management Information System and an Intranet or an internal network that uses Internet tools and technology to interconnect departments, offices, and databases.

  • The use of a Computer-Aided Examination system which lessens the workload of teachers in terms of giving examination and checking of test results and the use of Computer-Aided Instruction, Computer Accounting System, Microstat and LCD Panel Board which speeds instruction and enhances student's acquisition of knowledge abd skills.

  • The provision of computers in the College of Information Technology office for use of faculty members for instructions.

  • The connection of the College to the Internet, provided by the DOST, that equips students with the necessary knowledge and skills on the operation of the Internet.

  • The strict implementation of the individual thesis of graduating taking up Bachelor of Science in Information Technology major in Computer Science and Information System and Bachelor of Science in Business Administration major in Computer Science in their subject Systems Analysis and Design which teaches the students to work independently enabling them to learn extensively the rudiments of Systems Analysis and Design and Programming. This will enable the College of Information Technology to produce better quality of computer graduates.

  • The inclusion of Education units in the revised curriculum whixch prepares graduates for possible teaching job oppurtunity.

  • The publication of the College newsletter TECK TALK which serves as a communication network with parents and alumni. Likewise, this serves as a way of establishing linkages with companies/industries.


V. LIBRARY

The university library has just undergone expansion. The whole ground floor of the St. Paul Building is now occupied by the university library.

VI. LABORATORIES

The university laboratories are equipped with the prescribed facilities, fixtures, chemicals, specimens, safety measures, and other materials needed to enhance scientific learning by the students. Continuous upgrading and maintenance of facilities has always been done. Full-time laboratory assistants were hired to help maintain the said laboratories.

The three computer laboratories of the College are fully equipped with computers of latest information technology industry standard. (See Facilities and Inventory of Equipment for more details)

The student and computer unit ratio is 1:1. The computer unit and printer ratio is 12:1.

  • The excellent ventilation of laboratory rooms.

  • The availability of computer laboratory technical staff and two assistants for immediate response to calls for service.

  • The renovation of the old Information Technology Office into a more spacious one which accomodates the offices of the Dean and Secretary, Technical Staff and Assistants, Systems Development and Research Group; and a multi-purpose section for consultation, mini library and group discussion, a corner with computer units for the exclusive use of the faculty for their instruction needs, and a corner for the Junior Philippine Computer Society. The centralization of the Information Technology office creates a better coordination and control and a more systematic flow of work.

  • The elimination of Sunday and late evening laboratory classes due to the addition of two laboratories. Hence, the faculty can devote more time to their research work.

  • The connection of the College to the Internet and the existence of a Multimedia and Computer Aided Instruction Room that equip students with the necessary knowledge and skills on the operation of the Internet and of a multimedia system.

  • The acquisition of an LCD Panel Board which facilitates and enhances instruction.


VII. PHYSICAL PLANT

The campus site, a 7.9 hectare lot is located right at the heart of the municipality of Tuguegarao making it accessible to students and clientele. The well-planned and properly maintained buildings dacilitate the teaching-learning process.

  • The renovation of the old Information Technology Office (details above).

  • The installation of intercoms which facilitates easy access between offices and personnel.

  • The renovation of the guest house into Twin Heart's Inn which serves as a laboratory for the Hotel and Restaurant Management students.

  • The completion and opening of the St. Paul Hospital which serves as a base hospital for the practicum/laboratory of the Nursing, midwifery, Nutrition, Psychology and Social Work students.

  • The maintenance of an AC generator with a capacity of 62.5 KVA which assures continuous electricity supply to the buildings and offices during brown-out periods.

  • The installation of additional lights within the school premises for the safety of students and personnel having evening students.

  • The construction of the Damascus Hall for seminars, symposia and other activities. With the new hall there are now three spacious areas for the use of the St. Paul University academic community: the two others are the University Gymnasium and the Educational Media Center.
  • The construction of the four-storey building which greatly solves the lack of classrooms.
  • The elevation of the cemented paths around the campus.
  • The widening and renovation of the kitchen, food service area of the University canteen.



VIII. STUDENTS SERVICES

While emphasis is given to the academic programs which have direct bearing on the academic formation of the students, equal attention is given to support services which contribute towards the achievement of academic goals.

One of the strongest features of the student personnel services is the well organized and continuing expansion of the Student Financial Assistance Program extended by the university to equitably distribute access to higher education.

To balance the highly academic life of the students, co-curricular activities are regularly held through the involvement of students in various clubs/organizations civic as well as religious. Such activities enhance the socio-cultural, recreayional and spiritual life of the students.

  • The major concern of the administration is to attain quality education. With this program, numerous scholarship programs are available in the form of grants-in-aid, academic scholarships and educational benefits to poor but deserving students.
