Implementation Strategy

The project Cities of Roses is a very flexible project that starts with a vision and the decision to allow any direction of development that serves the vision.  The exact path to follow will be decided by the volunteer participants in the project.  The idea of sending a limited number of art works to the Portland Rose Festival 2008 proved to be very attractive to many schools in Timisoara, almost surpassing the expectations.  An exact planning is mandatory as the number of student artists participants is very high, there are more than 80 volunteers that donate their time for organizing and the exhibition has to be up and running in two weeks.

We would very much like to avoid subjectivity when choosing the winners.  In order to increase the quality of selection, we would like to involve people from Portland in the process, too.  We want to post the pictures of all the paintings on Internet and we could get from a distant voluntary jury their votes.  We hope to attract in Portland students (art colleges or any other college), artists, Romanian community members.  The distant jury voting will be open for anyone willing to express an opinion.

We had to imagine a management structure that is very flexible, allows for cooperation of a large number of people with no previous contacts, has a high resilience in case some of malfunctions, and that can lead to results in a very short time.  This structure is largely proposed by Mr.Nicu Vlad.  The global management is done by a General Management team that coordinates the efforts of teams in each school. At the level of each school there will be a school team with a similar structure that will solve all the problems connected to that school.  Each school team will have a constant connection with the other school teams.  It is supposed that the coordination work will be largely done through Internet.

The basic school team structure will consist of the following roles:

Student responsible for final Catalog Achieve a synthesis of all the results of the project and contribute to a final promotional catalog on DVD
Support School Provides general working conditions for the project at school level.  This position is filled by the school principal.
Local Councilors Approves funds for project funding, establish qualifying criteria for funding, involved in practical implementation 
City Hall employee Briefs the mayor about project development
Senior Citizens Help for exhibition set-up, research about parks and city history, presentations for the younger generation and transfer of life time experience.
Neighborhood Council Mobilize senior citizens of the neighborhood for voluntary common interest works.

Promotion in Timisoara is considered a vital component of the Art Exhibition, to transmit as efficiently as possible the message (see expected results).  We will try to use as much as possible the mass media, as well as posters, flyers and teams of teenagers.  The teenagers will discuss with pedestrians in the downtown area or in supermarkets, they will wear roses and will try to play at a very small scale a Rose Festival (the idea is still under debate and we would welcome your comments).

Expected Results

  1. Turn the symbol of Timisoara, the Rose, into a powerful tool for city development.  This could be used to create festivals, attract tourism, spread information about the city in the world.  We could use the model of Portland that started this move 100 years ago and is now extremely successful with their one month Rose Festival that attracts hundreds of thousands of tourists.

  2. Transmit to Portland and to the world the positive side of our culture and our spiritual world.

  3. Increased awareness of Timisoara citizens about the need of community changes: active involvement in creating a better, cleaner, more civilized city.

  4. Increased cooperation between members of Timisoara and Portland community members: logistical contacts to participate with painting at Portland Rose Festival 2008 and Portland jury to assess paintings through Internet.

Implementation Plan

  1. Procedure for Internet Posting.  All painting, drawings and pictures will be posted on the Internet to allow International voting of the best works.  All schools in Timisoara will have to follow the same rules and procedures for picture processing and posting, to allow easy uploading, easy browsing of the pictures and high download speed.  A team from several schools will have to agree on this procedure.
  2. Posting on Internet.  As the painting are finished, they will be scanned or photographed and placed on Internet.  Each picture will receive a unique number to be used in voting.
  3. Data Gathering from International Jury.  The people willing to donate some time and help us should send us an email specifying: Name (optional), user chosen name, city, age, occupation, list of numbers of selected paintings in the order of preference.  The data will be indicated as one string with comma delimited fields, for easy further processing.  Example of string transmitted through email: "John Smith, johny, Portland, 32, artist, 103,2231,32,22,332,444"
  4. Promotion.  The changes intended by the project will affect a very limited number of people in the absence of efficient promotion.  We hope to attract the attention of mass-media to reflect as much as possible the event.  Posters will be placed in schools, shops and areas of high pedestrian traffic.  Teams of teenagers will carry flowers, distribute flyers, speak with pedestrians in downtown areas or supermarkets, suggest to pedestrians the idea of a Rose Festival.  The number of posters and flyers will depend on subsidies received.
  5. Exhibition set-up. All the works of art will be place for display on the halls of the City Hall in one afternoon.  Each school will take care of their own paintings.
  6. Evaluation. A local jury will make the evaluation.  The results will be averaged (based on a rule to be decided later) with the voting of the International Jury.
