In 2004 the trade relations of Timisoara, the second largest city of Romania, with US was only 0.4% of the total.  The second city of a country with 24 million customers has practically no trade with US.  This is an opportunity for the visionary.

Why could such trade relations exist?  US businessmen know practically nothing about Romanian market, the same is valid for Romanian businessmen about US.  What makes things even worse are the perceived hindrances, that stop any initiative: high costs and long time for shipping, the need to have huge capacities to satisfy US markets, etc.  One forgets about products that do not have these issues: software, automation services, medical services, cheap products, buffer storage capacities, etc.  If shipping would be the problem, there would be no boom for China.  And there would be no Skoda trams on the streets of Portland.

Even an informed person of vision doesn't jump off the cliff without a lot of research.  The decision to make an investment is a complicated process and is not done based only on economic parameters.  The risk factors, bureaucracy, taxes, corruption, who can be trusted and who cannot, how people respect meeting times, medical services, schools for employees, could be important factors.  A city, to be attractive, has to have as public information: development strategy, available workforce, salaries, cost of living, prices and availability of real estate, taxes, benefits packages for employees, shipping, condition of roads, custom taxes, what is the support/ hindrance of control bodies, education level, quality of health services, how are the schools, free time opportunities, etc.

RAE is to be constructed as a collection of links to the information already publicly existing: Chamber of Commerce, State Institutions, Universities, Companies.  Also in the framework of this initiative there will be an active support to needs studies and research done by students, faculty and administrative bodies.  These studies will be based on voluntary work and donations.

RAE is aimed to help any investor in Timisoara, Romanian, American or European.  The target are honest people that want to start an honest business and we have to protect these people minimizing their risks and protecting them through information that allow them to take correct decisions.
