This was our first topic. We finished it around dinner time on Thursday. Brazil & Sweden co-sponsored one of the resolutions.

Terrorism

This was a joke to say the least. As I stated early on, if we want to talk about terrorism we should talk about specific instances; but we didn't and at the end we found out that only GA would talk about terrorism as we did and that we should have talked about specific instances if we were going to talk about it at all. We also learned that the GA has tried on more than one occasion to define terrorism. They were unsuccesful. However many members of our committee felt we had to define terrorism and came up with a very poor defintion. Which was one of the reasons I abstained on our only resolution on the topic. This resolution I am refering to is SC/T/01 co-sponsored by: Bahrain, Gabon, and Brazil.

Crisis: India-Pakistan Conflict

Statement concerning an urgent crisis brought to the attention of the Security Council

The Permanent Representative of Pakistan has just informed me of a major explosion that destroyed part of Pakistan's nuclear installations. He said that a number of Indian nationals had infiltrated Pakistaani soil and managed to destroy parts of the installations. Two of the terrorist were captured and it seems that they belong to the Indian Secret Service. Investigations are under way to determine the details of the state-sponsored terrorist attack. If India, he added, proven to be behind the atack, Pakistan will take drastic measures in retaliation.

I have contacted the Indian delegation who told me that India has nothing to do with the terrorist attack, which seems, in their view, it has been conducted by Pakistani anti-government elements.

I would like to draw the attention of the members of the Security Council to the following facts:

-there is a serious fear of nuclear radiation which requires the immediate attention of the International Atomic Energy Agency. The area concerned is heavily populated and the damage could be catastrophic;

-the Pakistani authorities are threatening of retaliatory measures once all facts are determined;

-India, in turn, is threatening of devastating consequences if its nuclear installations are attacked;

-the Security Council should determine a course of action in an urgent fashion to diffuse the crisis and help bring about the facts.

Therefore, in my capacity as the Secretary-General of the United Nations, and acting under Article 99 of the UN Charter, I call on the Security Council to immediaately concider this crisis and undertake the necessary measures to contain it.

The Security Council:

Regretting the loss of human life in the catastrophe,

Deeply Concerned at the escalation in tensions between India and Pakistan due to the Kahuta explosion on 23 October 1998,

Emphasizing the need for a diplomatic resolution to the crisis while at the same time taking measures to prevent nuclear war in South Asia,

1. Endorses the establishment of a fact-finding mission to determine the cause and party(ies) responsible for the 23 October 1998 explosion at the Kahuta Pakistani nuclear facility in Gujra;

2. Requests that India and Pakistan agree to the establishment of a UN Peacekeeping force in Jammu and Kashmir for the purpose of protecting the UN Relief Workers, the fact-finding missin, and the International Atomic Energy Agency personnel. These Peacekeepers will be withdrawn at the end of the relief, fact-finding, and decontamination missions;

3. Further Requests that the governments of India and Pakistan agree to an immediate moratorium on the future production and testing of nuclear weapons;

4. Further Requests that the governments of India and Pakistan allow for implementation of weapons inspections teams which would monitor the activities of Indian and Pakistani nuclear missle sites. This will prevent a possible accidental and/or intentional missle launch before a permanent agreement and the results of the fact-finding mission can be reached. Once the party(ies) responsible fo rht eexplosion has been determined, the weapons inspection teams will be immediately withdrawn;

5. Invites the governments of India and Pakistan to sign the Comprehensive Test Ben Treaty (CTBT) and the Nuclear Non-Proliferation Treaty (NPT) in exchange for monetary compensation by the United States of America for the property damage caused by the aforementioned explosion;

6. Authorizes the expansion of the United Nations Military Observer Group in India and Pakistan (UNMOGIP). By increasing the budget to $12 million and the number of personnel to 75, with the understanding that the United States of America will provide the additional $7.7 million, this augmented group would concentrate in the UN field stations of Bhimbar, Jammu, and Sialkot;

7. Designates Chief Military Observer, Lieutenant-General Robert H. Nimmo, to provide the Security Council with daily updates on the development in the Jammu and Kashmir region until the discovery of the party(ies) involved in the aforementioned explosion;

8. Decides to remain seized on the matter.
