The Security Council

Recalling the resolution 1189 (1998) of 13 August 1998,

Also Recalling the General Assembly resolution 52/164 of 15 December 1997 on the International Convention for the Suppression of Terrorist Bombings,

Fully Reminding all Member States of their obligations under the Charter of the United Nations,

Noting the urgent need to establish a comprehensive definition for terrorism and to implement that definition as soon as possible into the Un activities,

Deploring the actions of terrorist in the recent international incidents involving the United States Embassy bombings in Nairobi, Kenya, and Dar Salaam Tanzania,

Gravely concerned with the direct and indiscriminate attacks on Member States and their civilian populations to include innocent women and children,

Recognizing that all such acts represent international catastrophes, all of which affect diplomatic relations, as well as challenge the sovereignty of Member States,

Recalling the rights of all people to live as called for in the Declaration of Human Rights,

Condemning acts of terrorism in pursuit of political goals,

Alarmed at violent acts by any party and attempts to supply arms and training for the executionof terrorist activities,

Reaffiming that international cooperation ias needed between all Member States to insure that these actions committed by terrorists are not duplicated, as they represent a clear and present danger to peace and security in the world,

Noting to all Member States that action must replace rhetoric in dealing with international terrorism, and that stronger international cooperartion is needed in order to eliminatethe resolve of terrorists,

Acting under the Charter of the United Nations,

1. Strong Condemns the acts of international terrorism on 7 August 1998 in Nairobi, Kenya and Dar Es Salaam, Tanzania which caused large-scale property damage as well as killing hundreds of innocent people and injuring thousands;

2. Respectfully expresses its deepest condolences and sympaathy to the families of those who were injured or died as innocent victims of these horrible atrocities;

3. Defines terrorism as any unlawwful action with the intended prpose to kill, maim, intimidate, coerce, or harm civilians or non-combatants for a purely political, personal, or religious motive;

4. Mandates the creation of a seperate commision which will independently investigate international terrorists and terrorist groups by determining their sources of funding and locations of bases of these groups;

.....a. Declares that the above information shall be used to determine states known to support terrorist activities;

.....b. Charges the commision with the responsibility of reporting states which may be supporting terrorist activities to the Security Council;

.....c. Prohibits states under investigation by the aforementioned commission be enabled to clearly establish financial support of terrorism by the state in question;

5. Resolves that those states known to support international terrrorist be dealt with severely, allow for the establishment of sanctions and ceasing all diplomatic ties with any state known to support international terrorist acts;

6. Requires those states known to be harboring international terrorist to cooperate in international investigations, and if required facccilitate trials for fuggitives;

7. Calls for states that are major international ports to work collectively to establish effective preventative security measures against terrorist acts;

8. Expresses gratitude to all states that have assisted in search and recovery operations;

9. Further commends those states that have provided needed funds or relief to those states that have requested assistance;

10. Desires to see the active persuit of using microtagents in the worldwide manufacture of plastic explosives;

11. Establishes for a vote for the draft convention on terrorism to be taken by the General Assembly on 3 January 1999 and by the Security Council within a month after passing the General Assembly;

12. Decides to remain seized upon this matter.
