RAdm Mike Henigan and I are now living together so change your files for him as well. I apologize for the delay in getting this out, but as you can guess things have been a bit chaotic here at Starbase 2. But before I get too far along I wish to thank all the chapters who responded to my plea for help to attend the IC. I couldn't have gone with out your support.
This issue as usual has alot of important information as well as inserts. Please pass this information onto your crews. I have included a copy of the Sept VRR as well as a copy of issue #78 Aug/Sept of the CQ. I had wished to include a copy of issue #77, but is has been (hopefully temporarily) misplaced. Make copies and distribute as you like. Issue #76 should be out shortly as they were passing them out to those who attended the IC. I am also including a copy of the July/Aug issue #9 of the CSR in case you have not received one yet.
I am pleased to announce Bethany Theilman as the new Zone 4 Coordinator. FCapt. J. Michael Long had to step down due to time constraints. I would like to take this time to thank Michael for all his work for Zone 4 and the Region. Zone 4 chapters should send their reports to Bethany at 131 Redbud Trail, Brandon, MS 39042. Effective October 1, 1996 the structure and price for membership of STARFLEET will change for individual memberships. A individual membership will be $10 for one year. A family membership of two (2) is $15, add $3 for each additional member. Mexico/Canada add $2, other countries add $6. If you wish to subscribe to the CQ, you must pay an additional $10 which can be done at any time during your membership. For Mex/Can $20 and other countries $25. You must be a member of STARFLEET in order to be able to subscribe to the CQ. This means anyone who's membership expires October 1 or later must follow this guide line to renew. For those of you who wonder why the increase for the full package here is the break down.

Upon submission of a written guideline to Commander, STARFLEET all RC's will be able to promote members of their Region up to the Rank of Captain. I very happy to see this as this give me the ability to recognize those within this Region who have distinguished themselves in Community Service and/or work for the Region. So it is important to let me know what ya'll are doing. However, all promotions will be based on the guide lines submitted and approved by STARFLEET. I will send out those guide lines as soon as they are approved.
New guide lines have been established in order for anyone to be promoted to Fleet Captain and above. There is a new school at STARFLEET ACADEMY called Flag Officer School (FOS). There are three levels. In order to be promoted to Fleet Captain you must have completed level 1. Commodore requires level 2 and RAdm and above requires level 3. No promotion request will be considered unless proof of completion is supplied. This does leave the element of surprise out of things. I will endeavor to see if something can be worked out to resolve this problem.
STARFLEET Academy by a 17-1-1 vote of the AB & EC is being removed from the EC pending approval of the membership by ballot and amended to the Constitution. The Commandant will face a annual vote of confidence of the AB. This really won't change things from a members perspective. The EC had become too top heavy and this move was the first step in reducing the control of the EC and putting more back into the AB.
A new branch of STARFLEET is being created pending ratification of the membership by ballot vote. This new branch will hear complaints of a constitutional nature and will also be the final say in any dispute of elections. The handbook that covers this is rather involved, but I will try to give you a general idea of the thing. It is basically set up similarly to the US Supreme Court. There are judges and a chief justice each serving a term of three years. Eventually they will become staggered by simple attrition. A more detailed explanation of this branch will accompany your ballots, but rest assured, it passed by unanimous support of the entire EC and AB.
A new department has been formed to promote STARFLEET and raise revenue. It will use the information provided by the membership in early 95. So you may be seeing advertising in Fleet publications directed at membership. I am sure that this would be selective advertising and will be of interest to all Fleet members or it won't go in. However, these details will be worked out before any advertising is done in a Fleet publication.
Capt. Joe Colanero has had to step down as Chief of Communication due to work load constraints. I reluctantly accept his resignation. I would like to say that Joe has done a tremendous job with the Region 2 Update and has attracted attention of chapters and regions overseas. I would like everyone to write Joe and thank him for his fine work. As you can guess, this leave the position open. If you know of anyone who has experience in doing newsletters encourage them to apply to me at my address above. Beat those bushes people of you will have to live with my newsletters. And I may find a brighter color than this goldenrod to do it in. (evil grin).
The elections are approaching and you have already received material for Mike Smith/Chuck Freas. Coyote and Boyd from Region 12 as well as our own Betsy Matteis and John Maestu are running. I will send you copies of each of their platforms and tickets as soon as I have them. As RC I will NOT endorse any candidate. That doesn't mean I don't or will not support a candidate of my choice. If you want to know my personal choice you will have ask me directly as a fellow member of STARFLEET. As RC, I feel I can not take sides as I am a involved party in a way being I am part of the administration. But in any case, I must encourage each of you to get your members to read the material and most importantly, VOTE.
