Well, in another fit of insomnia, I was carousing through http://gullfoss.fcc.gov:8080/cgi-bin/ws.exe/beta/genm en/index.hts and discovered some interesting information regarding the City of Portland's radio licenses:

KOB647 is due to be deleted! The old standby for the VHF Fire Radio System is pending deletion... wonder if they will still use that as their call sign on box assignments?

Also, there are *7* new license requests: 4 in service GF (Conventional Public Safety) and 3 in YF (Trunked Public Safety)...

EMS codes for the Fire Dept

E1 is C3 (code three, lights and sirens) to the scene and C3 to the hospital E2 is C3 tot he scene and C1 (code one, no lights and sirens) to the hospital E3 is C3 to the scene and the patient went to the hospital by alternate transportation (Police custody, Private car, cab, bus) E4 is C3 to the scene and the patient refuses transport against medical advice (AMA) E5 is no longer used E6 is C3 to the scene and cancelled by fire or police after arrival. E7 is C3 tot he scene and patient is DOA C1 is C1 to the scene and C3 to the hospital C2 is C1 to the scene and C1 to the hospital C3 is C1 to the scene and alternate transport as in the E3 C4 is C1 tot he scene and pt refuses AMA C5 no longer in use C6 is C1 to the scene and cancelled after arrival by police of fire. C7 is C1 to the scene and patient is DOA See the pattern here? The M codes are the same as above except we are slower to C1 enroute to the scene ot upgraded to C3 to the scene. S1 is no patient found S2 is no such address S3 is situation not found

Does anyone know when that new repeater is going to be active for the BOEC. (The one for NE, Troutdale) I live by the PDX airport and reception is just outright bad for me on the main trunk system for Portland.

Well, the information that was sent to me by the City of Portland's Chief 800MHz Radio Engineer was that the Prune Hill intellirepeater site was on hold until 2002-2003 or so, unless they are able to acquire the tower space they need before that for low cost (the shared tower that they were going to colocate on with Clark County isn't big enough, or something like that).

The Airport gap filler is there, but only really useful for the airport functions and fire dept (although occasaionally there will be MCSO and PPB on it as well).

I dont know about the antenna question; I am not in that area frequently (or long) enough to have much of a problem. (Note that reception at Gateway (99th & Glisan) is very bad even for a tuned motorola reciever, and it is not just us scanner listeners that have problems).

Awhile back there was talk of a new site being added to the Portland 800 MHz Trunked System. The Prune Hill site which is just north of Camas, WA. does anyone know if it has gone into operation yet? The last message I got from Joel Harrington (the senior voice systems engineer for the City of Portland) indicated that they have the equipment to install it, but that, due to a mis-communication with Clark Regional Communications Agency (Vancouver's 9-1-1) they were unable to install it until they could either erect a new tower or find another location. (Vancouvers equipment uses all the available space on the tower they were going to share or some such).

It can probably be expected that the downtown site and the Prune Hill site (wherever it may end up actually being) will probably come on line at the end of this year (new fiscal year for the city), with the beginnings of the upgrade to the system -- going from 20 to 28 simulcast frequencies and beginning to change to ASTRO/APCO-25 digital modulation.

Portland Police Bureau EOD and SERT use talkgroups on the city's Trunked Radio System, as do the Fire Departments HazMat units. (Although recently, I heard a comm that went something like "turn on your VHF radio so we can talk to each other" -- funny, since it looks like Portland is *not* renewing their VHF licenses). 

PPB SERT/EOD is on talkgroup 11472, fire HazMat has recently been on Ops 8 (1520) and Ops 9 (1552). Usually, if you hear comms on any of the Ops talkgroups that were not "tapped out" on 28944 it is a drug lab being dismantled (and they do that so that the address will not be transmitted over the open air. they get dispatched by telephone and pager in these and certain other cases).

Columnist Nick Budnick writes in the "The NewsBuzz" section of the alternative weekly magazine "Willamette Week" that Portland's (Ore.) public safety radio system went dead for 10 minutes last Tuesday, which he said, "came as no great surprise to cops," since there are dead spots "sprinkled all over the city." The News Hound doesn't exactly see the connection between dead spots and a total failure of the system, but even so, the Portland Police Association has filed another complaint with the state's OSHA. The union points out the city has warehoused a radio tower since 1994 or so, trying to save some $7 million on the system. Budnick claims the city is negotiating with nearby Vancouver to build a joint-use tower, and says they've upped the radio frequencies from 24 to 28, which should help relieve busy signals on the trunked system. As you recall, the city was tagged $3,600 by OSHA in August for radio problems, but the city has appealed and is confident of a reversal.

Ok, I don't get out much, what is the significance of a "Signal 2?"

Signal 2 is the way that the Washington County dispatchers declare a net "closed". "Dispatch calling a signal 2 on channel 1" means something is going down, and the units involved are using channel 1 as their coordinating frequency (as it were). The Portland equivalent is "Non emergency traffic off the air" ...

Often units who are unaware of the signal 2 will transmit and have to be told verbally by the Wash. Cty. dispatcher about the signal 2. Portland has a better system. After they announce that non emergency stay off the air, they have a tone beep they activate to indicate the net is closed. It goes off about every 15 seconds until the channel is clear again.
