OREGON DEPARTMENT OF FORESTRY FIRE PROTECTION - 1999

by Peter Szerlag - July 12, 1999

Notes

GS = guard station = fire truck station - Can anyone supply some engine #s from the NW and East areas? - Most engines are small and carry either 200 or 500 gallons of water - also ?3 helos are used

More questions - does every district HQ have a guard station (ie - a pumper with a crew) - the concept of "guard station" falls apart a little considering that the rigs are probably in the field every day doing trail maintenance and not hanging around at the stations - plus they probably are not staffed at night anyhow, unless they are 20 miles out of a town and the staff has a dorm/bunkhouse at the station - some district HQs may have just dozers and tankers instead of pumpers

ODF Website

ODF is responsible for protecting all lands from forest fire in Oregon except for - lands owned by the federal government, lands within cities, or lands within ?Fire Protection Districts. Exception - in western Oregon, the BLM pays ODF to protect BLM lands. ODF protects 16 million acres of private, state, and federally owned forestlands. In 1998, 3,000 prescribed fires were used by ODF to burn 163,000 acres statewide.

ODF has more than 200 mutual aid agreements with local fire districts and strucural fire departments. In 1998, a new Master Agreement for Fire protection was drawn up between ODF, WADNR, USFS, BLM, USFWS, NPS, and BIA. 1998 also saw the formation of 3 new rangeland fire protection associations in Harney County near Andrews, Crane, Drewsey, Fields, and Pine Creek. These new associations will work in conjunction with ODF to protect ranches in very rural areas. Funds will be raised by assessing dues upon members and receiving grants from ODF. The only other rangeland fire association that exists in oregon is the Ironside Assoc that was formed in northern Malheur County in 1969.

Man hunt on in Banks, Oregon (washington Cty talk group 60528) for a man with a gun seen near the junior high school. No shots fired. I saw a man with a gun (Glock, in holster), in Banks, about 1:30 PM, today, but he was standing next to a police car... dressed in civvies, but probably a cop (It takes years of eating donuts to attain such a physique). Seemed pretty casual. The Big Scare must've died down, by then. Lots of kids & adults strolling around the area. Beau coup police cars. ---

To return to a mid-month schedule, we're combining the June and July issues. This way we get a little summer vacation too! As usual, we've got stories and insights into our weather stations and other weather-related items. With rain out of the forecast until fall, firefighters now face months of high fire danger. We spoke with Jeff Schwanke of the Oregon Department of Forestry (ODF) Southwest District to learn how weather affects fire fighting strategy. Jeff told us that fire behavior changes with the weather. When the temperature exceeds 90 degrees F or the humidity drops below 20%, fires burn more intensely and spread more rapidly. Fire fighting tactics used at lower temperatures may not be appropriate at higher temperatures. This makes knowing the current weather conditions even more important. The ODF Southwest District tracks the local weather conditions with a Davis Weather Monitor II. Their installation uploads the data to the District's website and ties into the e-mail and paging system. When conditions exceed fire danger thresholds, the staff gets an e-mail alerting them. If they are out of the office, their pager goes off. Jeff told us that having instant access to current conditions allows the ODF to fine tune their fire response. As an added bonus, local residents and other state groups can access the weather conditions on the website as well. For more information on the ODF Southwest District see http://www.odf.state.or.us/swo/. To see their weathercam and current weather conditions go to http://swo.odf.state.or.us/.
