California Department of Forestry and Fire Protection - 1999/2000

The California Department of Forestry and Fire Protection (CDF) is one of the most unique statewide fire fighting organizations in the world. Initially, when CDF started operations in the ?1920s, they were responsible for protecting the areas between the cities and the mountains from wildfires. The cities were protected by the city fire departments, and the mountains were protected by the US Forest Service. Wildfire fighting in the low lying hills and valleys became the responsibilty of CDF per the orders of the State Legislature.

During the 1940s, 1950s, and 1960s, more and more residents moved from the cities into the areas under CDF protection. In order to provide a better relationship between volunteer fire departments, rural fire districts, and the CDF, state laws were passed allowing the CDF to take over management, training, and dispatching of many smaller fire departments across the state. Typically, the county commissioners would band together their local volunteer fire departments into a County Fire Department and then contract with CDF to supervise it. Elaborate legal documents were formulated to spell out who would pay for what and who would report to whom.

Now, in 1999, CDF maintains a strong presence throughout California. In the counties of Orange, Los Angeles, Ventura, Santa Barbara, Kern, and Marin, the CDF pays the county FDs to protect the state-responsibility areas. Therefore in these counties you will not find any CDF stations nor CDF fire equipment. In every other county in the state (except Imperial, Sacramento, and San Francisco), CDF operates lookout towers, engine stations, and aerial bases. Extensive cooperation and cross funding of federal wildfire engines is also done.

Most CDF engines are staffed by 3 firefighters. They are trained and equipped for both structural, emergency medical, and wildfire operations. Fulltime staff works yearround. Seasonal staff works just thru the "fire season". Northern fire season runs just thru the summer - Southern California fire season runs almost yearround.

CDF is the third largest fire department in the United States of America, just behind FDNY and Chicago FD. CDF has direct responsibility for the protection of more than one third of California.

CDF has 21 administrative units with:
637 fire stations, 
1036 fire engines,
13 Air Attack bases
9 Helicopter bases
13 aerial trucks,
105 rescue units,
195 crew vehicles,
19 air tankers,
11 helicopters,
195 hand crews,
58 dozers,
6 haz mat units,
12 major incident management teams,
5 mobile communication units,
11 mobile kitchens,

CDF responds to over 7200 fires and over 250,000 non-fire emergencies each year. CDF is a unique fire department because in addition to being the state agency responsible for suppressing the states considerable wildland fire problem, CDF provides emergency services through cooperative fire protection agreements in 34 of the 58 counties in California. The CDF Office of the State Fire Marshal is responsible for guiding the educational curriculum and requirements for all fire service personnel in the State of California. In addition CDF's major incident management team provide incident management on major disasters throughout California.

1999 CDF Fire Costs Hit Record High

January 10, 2000 - In San Bernardino County, the County FD in now a seperate organization from CDF. The County FD stations in the rural areas are now dispatched by the County Comm Center instead of the CDF Comm Center. County FD units now use 800Mhz trunked radios instead of the CDF 150Mhz radios. I think that Highland and East Highland are the only areas now receiving structural fire protection from CDF. (Anyone have better info on the changes in San Bernardino County?) I think that the heart of the problem is that CDF engines only work during the "summer", and the County wants to have yearround fire engines in all stations. This is just a simple explaination of a complex situation. (?July 2000 - Highland and East Highland got the OK from a State judge to contract with County Fire for fire services).

Redding Air Attack base is getting two new Air Tankers (94,95) both of these are S-2s and are CDF owned. With the new Air Tankers coming we lose our big gun, we lose Tanker-03. Tanker 03 has been sold to a country called Chili down in South America.(I don't believe this but that's what the Air Attack base guy said).

All of the Air Tankers are due here by June 10th and go on duty the 11th. How ever two of them are down in New Mexico helping them fight that huge fire. So this is all I got. Anyone want to follow up????
